After 5.5 days of work across three flexible sessions, the National Assembly’s Standing Committee (NASC) successfully concluded its 49th Meeting agenda.

In his closing remarks, National Assembly Chairman Tran Thanh Man emphasized that the upcoming 10th Session—the final session of the 15th National Assembly term—will involve an immense workload of special significance. Beyond reviewing standard year-end matters, it will also summarize the entire term’s achievements and adopt critical policies shaping the next phase.
During the 49th Meeting, the NASC reviewed 34 items, primarily focusing on 13 draft laws for approval at the 10th Session. Discussions included annual oversight reports, findings from the National Assembly’s inspection team on environmental policy implementation since the 2020 Environmental Protection Law, and draft term-end reports from the National Assembly, NASC, President, Government, State Audit, and judicial bodies.
Additionally, the committee adopted the 2026 Legislative Program Resolution and seven resolutions within its jurisdiction, including joint resolutions and guidelines for consultations, candidate nominations, voter engagement, and election-related processes.
The NASC also provided second-round feedback on preparations for the 10th Session, budget allocation adjustments, and the August 2025 citizen petition report.
Following NASC input, 21 draft laws will be presented for consultation at today’s (September 29) Conference of Professional National Assembly Deputies.
For the adopted resolutions, Chairman Man urged agencies to swiftly finalize and submit them for his certification, particularly those supporting upcoming elections. Close coordination with the Vietnam Fatherland Front Central Committee and relevant ministries is essential to develop detailed implementation plans and proactive solutions for potential challenges.
The Chairman noted that the 10th Session is expected to approve nearly 50 laws and resolutions, including key measures institutionalizing new Central Committee policies on education, healthcare, and international integration. “This marks the most extensive legislative agenda since the term began, far surpassing the 9th Session,” he stated.
The session will also review five-year summaries of national target programs, approve major investment initiatives, and address personnel, oversight, and citizen petition matters.
According to the Chairman, the 10th Session will introduce significant organizational changes: no mid-session breaks, consolidated discussions for related topics, and shorter presentation times for proposals and reports.

At the 10th session, the National Assembly, led by Chairman Trần Thanh Mẫn, will undertake a comprehensive agenda, including personnel adjustments, oversight activities, and the most extensive legislative workload since the term began.
