Exploring Expansion Plans for the North-South Expressway Segments

The Government Office recently issued Announcement No. 516/TB-VPCP, outlining the conclusions of the Standing Government Committee meeting on researching investment in expanding segments of the North-South Expressway East under the public-private partnership (PPP) model.

At the Government Office, Prime Minister Pham Minh Chinh chaired the Standing Government Committee meeting on studying investment in expanding segments of the North-South Expressway East through the PPP model.

The Standing Government Committee commended the Ministry of Construction for proactively proposing an investment plan to expand segments of the North-South Expressway East via the PPP model.

The Standing Government Committee emphasized that while 24 segments were initially planned for PPP investment, only 3 have been implemented under this model. However, there is now significant interest from many investors, which is highly encouraging.

To ensure the overall effectiveness of the investment, multiple expansion plans must be researched and proposed. Careful, comprehensive calculations are essential to safeguard state interests, prevent financial losses, and avoid corruption or negativity.

To mobilize social resources, the Ministry of Construction confirmed that the project will proceed under the PPP model, utilizing the Build-Operate-Transfer (BOT) contract. Following the issuance of Resolution 68 on private economic development by the Politburo, 10 companies have expressed interest in participating.

Unprecedented Proposals from Corporations in Response to Resolution 68

Previously, the Ministry of Construction sent a letter to investors interested in researching and investing in the expansion of the North-South Expressway East under the PPP model.

The Ministry of Construction highly appreciates the proactive and responsible approach of businesses in proposing detailed, unprecedented expansion plans for the North-South Expressway East. This demonstrates their commitment to partnering with the government in developing modern, synchronized infrastructure. Companies have enthusiastically embraced the spirit of Resolution 68 on private economic development.

For instance, Deo Ca Group submitted Document No. 682/2025/ĐCG to the Prime Minister, proposing to expand the entire North-South Expressway East from 4 lanes to 6 lanes. This includes all 19 sub-projects within the expressway, spanning 1,241 km, which have been or are being invested in from 2017 to 2025.

Additionally, Nguyen Viet Hai, Chairman of Son Hai Group, proposed to the Prime Minister to invest in expanding the 263 km segment from Hoai Nhon to Nha Trang using 100% investor capital.

VIDIFI expressed interest in prioritizing investment in northern segments, including Mai Son – National Highway 45, National Highway 45 – Nghi Son, Nghi Son – Dien Chau, Bai Vot – Ham Nghi, Ham Nghi – Vung Ang, and Vung Ang – Bung. These segments total approximately 300 km, with an estimated investment of 45.375 trillion VND.

Truong Thinh Group proposed to undertake the expansion of the Bung – Cam Lo segment under the PPP model.

Phuong Thanh Traffic Construction Investment Joint Stock Company suggested researching and investing in two critical segments: Phan Thiet – Dau Giay (99 km) and Vung Ang – Bung – Van Ninh (104 km). The estimated investment for these segments is 4.381 trillion VND and 15.946 trillion VND, respectively.
