Ho Chi Minh City People’s Council Launches Largest Post-Merger Session in History

The Chairman of the Ho Chi Minh City People’s Council announced that this session carries the largest workload since the city’s consolidation and the establishment of its two-tier local government structure.

On the morning of September 29th, the 4th session (specialized session) of the 10th Ho Chi Minh City People’s Council, term 2021-2026, commenced.

Attending the session were Tran Luu Quang, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee, and Nguyen Van Loi, Head of the Ho Chi Minh City National Assembly Delegation.

In his opening speech, Vo Van Minh, Chairman of the Ho Chi Minh City People’s Council, stated that despite numerous challenges in the first nine months of 2025, the city achieved significant milestones. These accomplishments were made possible through the Central Committee’s close attention, the decisive leadership of the Standing Committee and the Party Committee, the collaborative efforts of the Ho Chi Minh City People’s Council, and the flexible administration of the People’s Committee. All levels and sectors worked in unison to achieve these results.

The economy maintained stable growth, with positive developments in trade, services, industry, and import-export. Social welfare policies were effectively implemented, and national defense and security remained robust.

Notably, 168 wards, communes, and special zones, following reorganization, swiftly streamlined their organizational structures, implemented tasks, and largely met their set targets.

Preparations for the Party Congress at all levels were conducted urgently and systematically, laying a crucial foundation for the successful organization of the 1st Congress of the City Party Committee for the term 2025-2030, in accordance with the Central Committee’s plan and directives.

However, alongside these achievements, Ho Chi Minh City still faces challenges, particularly in decentralization, administrative procedure reform, and public investment disbursement.

To address these issues and ensure the smooth, efficient, and effective operation of the two-tier local government apparatus, while striving to achieve the highest possible goals for 2025 and the 2020-2025 period, the Standing Committee of the Ho Chi Minh City People’s Council decided to hold the 4th session.

“This session has the largest workload since the city implemented administrative unit reorganization and two-tier local government organization, with 41 resolutions to be considered and adopted, covering all areas of the economy, budget, urban development, culture, society, and legal systems,” said the Chairman of the Ho Chi Minh City People’s Council.

He emphasized that these issues are of great importance, directly impacting the city’s development and attracting significant attention and expectations from the public and the business community.

The Chairman of the Ho Chi Minh City People’s Council urged all council members to demonstrate the highest level of responsibility, integrity, and intelligence. They should thoroughly research, discuss, and contribute meaningful and high-quality opinions to ensure that the adopted resolutions truly reflect the collective wisdom and trust of the electorate, are feasible, and contribute to promoting socio-economic development and maintaining national defense and security in the new context.
