Ho Chi Minh City’s Tax Department has released a list of 2,712 businesses and individuals owing taxes, totaling over VND 4,422 billion as of August 2025. This list was compiled by affiliated units, including Tax Offices 1, 2, 12, and 19.
Real Estate Firms Lead in Tax Arrears
Topping the list is Viet Han Sai Gon Trading – Service – Construction Co., Ltd., with debts exceeding VND 467 billion. Next is Gia Cu Investment and Development Co., Ltd., owing nearly VND 396 billion, followed by Yen Khanh Group JSC with over VND 246 billion.
Other significant debtors include NRC Group JSC (VND 126.1 billion), Thai Son E&C JSC (VND 109.6 billion), Cai Mep Investment JSC (VND 88.7 billion), Danh Khoi Viet Real Estate Service JSC (VND 66.3 billion), and Truong Anh Vocational Training Co., Ltd. (VND 62 billion).

Individuals Also Owe Hundreds of Billions in Taxes
Individuals also feature prominently on the list with substantial debts. Notably, Ms. Vo Thi Ngoc Phuong (residing at 88 Dong Khoi, Sai Gon Ward) owes over VND 158.9 billion, the highest among individuals. Mr. Lam Phuoc Hai (80 Dong Du, Sai Gon Ward) owes VND 23.2 billion.
Other individuals with debts nearing or exceeding VND 1 billion include Ms. Ho Thi Lai (VND 941 million), Mr. Nguyen Quang Cuong (VND 862 million), Ms. Dang Thi Thiep (VND 836 million), and Ms. Tran Thi Be (VND 786 million).
Entertainment Sector Also Represented
The list also includes several entertainment and media companies. Doan Viet Communication and Advertising Equipment Co., Ltd. owes VND 23.6 billion; Doan Gia Communication and Advertising JSC owes VND 8.1 billion; Zeus Massage Service Co., Ltd. owes VND 8.8 billion; IPMM Entertainment Communication owes VND 4.8 billion; and Dao Thu Film Private Enterprise owes VND 2.3 billion.
The periodic publication of tax debt lists by Ho Chi Minh City’s Tax Department aims to enhance transparency, pressure debtors into fulfilling their obligations to the state budget, and deter prolonged tax evasion.
