Boosting Domestic Market Development and Stimulating Consumer Demand

The directive states: In the final months of 2025 and beyond, the global situation remains complex and unpredictable, with natural disasters, geopolitical tensions, military conflicts, and economic slowdowns posing significant risks. These challenges directly impact Vietnam’s socio-economic development. To foster domestic market growth and boost consumer demand, thereby achieving the national GDP growth target of over 8% in 2025, the Prime Minister calls on Ministers, Heads of ministerial-level agencies, Government-attached agencies, Chairpersons of People’s Committees of provinces and centrally-run cities, Chairpersons and CEOs of State-owned Groups and Corporations, and Presidents of Business and Industry Associations to focus on the following tasks and solutions:

Launch a special communication campaign to promote the “Vietnamese People Prioritize Vietnamese Goods” movement, emphasizing the quality of domestically produced goods

The Prime Minister assigns the Ministry of Industry and Trade to lead and coordinate with relevant Ministries, agencies, and localities to implement innovative and effective measures. This includes organizing a special communication campaign to enhance the “Vietnamese People Prioritize Vietnamese Goods” movement, highlighting the quality of domestic products. The campaign will also promote Vietnamese consumption on both domestic and international e-commerce platforms.

Additionally, trade promotion programs, concentrated promotional events, and consumer stimulation activities will be organized under the National Trade Promotion Program. Efforts will be made to connect supply and demand, bringing Vietnamese goods to rural, mountainous, remote, and island areas through multi-channel models. Collaboration with Vietnamese agricultural product exchanges will facilitate the distribution of local specialties and OCOP-certified products.

The Ministry of Industry and Trade will work with relevant Ministries, agencies, and localities to strengthen coordination with business associations and localities. This aims to guide enterprises in diversifying supply sources, developing flexible distribution systems and supply chains, and improving demand forecasting for efficient production and distribution planning. This ensures a stable and continuous supply of goods to the market. The application of digital technology will be enhanced comprehensively and effectively in building sales channels.

Urgent preparations are underway for the 2025 Autumn Fair, as directed by the Prime Minister in Directive No. 172/CĐ-TTg dated September 25, 2025. The event will be practical, efficient, cost-effective, secure, and beneficial for the public.

Promote tourism programs combined with cultural events and festivals; advance the development of the cultural and entertainment industries

The Prime Minister assigns the Ministry of Culture, Sports, and Tourism to lead and coordinate with relevant Ministries, agencies, and localities. The focus is on implementing solutions to promote tourism programs integrated with cultural activities, festivals, and trade promotion events nationwide. These initiatives aim to enhance experiences and stimulate consumption of Vietnamese goods and services among domestic and international tourists. Localities will be guided to develop attractive, high-quality, and multi-experience destinations with creative, region-specific tourism products. The development of the cultural and entertainment industries will be accelerated to benefit the public and commercialize cultural products.

Provide credit packages to support production, business, and consumption with simplified lending procedures and conditions

The Prime Minister assigns the Ministry of Finance to guide Ministries, agencies, and localities in disbursing funds for trade promotion activities, ensuring compliance with regulations and efficiency. Close coordination with relevant bodies will monitor price trends, especially for essential goods and services, to implement timely and effective measures within their authority.

The State Bank of Vietnam will direct credit institutions to apply digital transformation in lending processes, reducing processing times and increasing transparency. This will facilitate easier access to capital for individuals and businesses, stimulating domestic consumption. Credit institutions will also explore providing credit packages with simplified procedures and conditions to support production, business, and consumption.

Enhance trade promotion to support the consumption of locally produced goods

The Prime Minister directs People’s Committees of provinces and centrally-run cities to intensify trade promotion programs, supporting the consumption of locally produced goods. They must ensure the supply of essential goods through distribution systems, implement supply-demand regulation measures, and stabilize the market. Price management will be strengthened, with strict penalties for price-related violations. Transparent and accurate labeling of product origins and geographical indications will be enforced.

Additionally, functional units and commune-level People’s Committees will be directed to participate in implementing the tasks and solutions outlined in this Directive, ensuring coordination, consistency, and effectiveness.

Ministries, agencies, and localities will closely coordinate with the Ministry of Industry and Trade to successfully organize the 2025 Autumn Fair, as assigned in Directive No. 172/CĐ-TTg dated September 25, 2025.

Efforts will be made to accelerate the disbursement of public investment capital, particularly for key national projects, to boost the consumption of construction materials and goods. The goal is to achieve 100% of the 2025 capital plan while ensuring project quality and preventing waste and corruption.

Administrative procedures will be reviewed and minimized, and the investment and business environment will be improved. Land, investment, and construction issues will be resolved to support businesses and citizens, expediting project implementation.

Enterprises enhance management capabilities and adopt science and technology to improve product quality, reduce costs, and lower prices

The Prime Minister directs State-owned Groups and Corporations to enhance management capabilities and efficient accounting, adopt science and technology to improve product quality, reduce costs, and lower prices, thereby increasing product competitiveness. Active participation in trade promotion programs, fairs, and promotional activities will stimulate product consumption.

Business and Industry Associations will promptly gather market information and address challenges faced by member enterprises, proposing timely and effective solutions to relevant authorities.

The Prime Minister assigns Deputy Prime Minister Bùi Thanh Sơn to directly oversee the implementation of this Directive by Ministries, agencies, and localities.

Monthly, the Ministry of Industry and Trade will synthesize the implementation status of the tasks and solutions outlined in this Directive, addressing challenges within its authority. Issues beyond its authority will be reported to the Prime Minister by the 5th of each month.

The Government Office will monitor and urge implementation in accordance with its assigned functions and tasks./.
