On the morning of September 29th, the Hanoi People’s Council (HĐND) opened its 26th specialized session of the XVI term (2021-2026) to review and decide on critical matters within its jurisdiction.
In his opening remarks, Chairman of the Hanoi People’s Council, Nguyen Ngoc Tuan, announced that the session would last one day, focusing on four key issues.
Specifically, the Council will address challenges and obstacles to meet the requirements of the city’s two-tier local government model.
Additionally, the Council will review eight critical resolutions to implement the 2024 Capital Law. Notably, these include policies to promote science, technology, innovation, and creativity in Hanoi. These new mechanisms aim to effectively execute Resolution No. 57 of the Politburo on advancing national science, technology, innovation, and digital transformation.

Furthermore, the Council will adjust the 2025 public investment plan, update the 2021-2025 medium-term public investment plan, and endorse the proposal to the Prime Minister for the project connecting Ring Road 4 with Ring Road 5.
Other resolutions under consideration include transportation and judiciary policies, as well as funding support for local security forces.
Previously, the Standing Committee of the Hanoi People’s Council announced that the 26th session would address 26 agenda items. This includes reviewing investment policies for four projects proposed by the Hanoi People’s Committee.

However, this morning, the Standing Committee withdrew three projects from the agenda: the adjustment of the Tran Hung Dao Bridge project, the construction of the road connecting Gia Binh Airport to Hanoi, and the renovation of the To Lich River park.
The withdrawal followed reviews and reports by the Council’s committees.
The Hanoi People’s Committee will refine the submissions to ensure compliance with regulations and present them at the next session.
Earlier, the Hanoi People’s Committee submitted a proposal to the Council for resolutions approving investment policies for four projects.
Details include: The To Lich River park renovation project, with a preliminary investment of VND 4,670 billion, proposed by the Sun Group as a BT (Build-Transfer) contract, compensated with land.
The Gia Binh Airport-Hanoi road project, a PPP (Public-Private Partnership) initiative with a BT contract, proposed by the Sun Group. The estimated investment is VND 32,970.23 billion, scheduled for 2025-2026, with land compensation.
The Tran Hung Dao Bridge project:
Under Resolution No. 10/NQ-HĐND dated February 25, 2025, the bridge spans 5.6 km, connecting Tran Hung Dao – Tran Thanh Tong intersection to Vu Duc Than Street. The total investment is VND 15,967 billion.
The Hanoi People’s Committee proposes reducing the length to 4.18 km and restructuring the project components, including three land acquisition projects.
The main bridge project will be a PPP with a BT contract, compensated with land.
The Committee also proposes adjusting the land acquisition policy for the Gia Binh Airport-Hanoi road project.

The Hanoi People’s Council will review and approve the government’s report, as directed by the Prime Minister, designating the Hanoi People’s Committee as the lead agency responsible for executing the investment project to construct a road connecting the Hanoi section of Ring Road 4 with Ring Road 5 in Ninh Binh Province.
