On September 29th, the fourth session of the 10th Ho Chi Minh City People’s Council (HĐND TPHCM) approved a resolution adjusting the investment policy for the upgrade and expansion of Nguyen Duy Trinh Road (from Ring Road 2 to the entrance of Phu Huu Industrial Zone).
Accordingly, the project investor has been shifted from Urban Traffic Management Zone No. 2 to the Project Management Board for Traffic Infrastructure Investment and Construction.

The project location has been adjusted from District 2 to Long Truong Ward. The total investment has been revised from over VND 832 billion to more than VND 1,859 billion. The project category has been reclassified from Group B to Group A.
Additionally, the project timeline has been extended from 2017–2021 to 2017–2028.
Regarding the implementation schedule: In Q2 and Q3 2025, Ho Chi Minh City will prepare and submit the adjusted investment policy decision. In Q3 and Q4 2025, surveys, feasibility studies, and approvals for adjustments will be conducted. In Q1 and Q2 2026, detailed engineering designs will be surveyed, prepared, and approved. Compensation, support, and resettlement will take place in Q1 and Q4 2026.
By Q3 and Q4 2026, contractors will be selected for construction. From Q4 2026 to Q4 2027, the project will commence and complete construction. In 2028, acceptance and settlement procedures will be finalized.

According to the Ho Chi Minh City People’s Committee, the project’s completion will enhance the local transportation network and alleviate traffic congestion in the area.
The upgrade and expansion of Nguyen Duy Trinh Road (from Ring Road 2 to the entrance of Phu Huu Industrial Zone) was initially approved in late October 2019, with a timeline adjustment approved in April 2022.
However, the project has yet to commence land clearance and compensation, delaying construction. The total investment has increased significantly compared to the previously approved policy.
For years, Nguyen Duy Trinh Road has been dubbed the “road of death” due to its narrow width, lack of median barriers, heavy truck and container traffic, and frequent accidents.
