Free Software and Conversion Support
According to a survey conducted by the Vietnam Chamber of Commerce and Industry (VCCI) on nearly 1,400 businesses nationwide, most business households are aware of Decree No. 70/2025/NĐ-CP on invoices and documents. However, their understanding remains limited, and they require specific guidance from local tax authorities.
The most significant challenge identified in the survey is financial constraints. Many businesses operate on thin profit margins, yet they must declare and pay both VAT and corporate income tax on gross revenue. Coupled with the cost of investing in electronic invoicing software and equipment, this places considerable strain on their operations.
The Vietnam Banks Association highlights that implementing Decree No. 70, which amends and supplements Decree No. 123 on invoices and documents, presents numerous difficulties, especially for small and micro-businesses. The association suggests a phased implementation approach, prioritizing larger urban businesses before extending to smaller rural ones.
Another critical aspect is technical support, such as providing free software, invoices, and establishing a helpline during the initial stages. “This is a practical solution to alleviate the burden on business households,” the association emphasizes.

The Tax Department has requested organizations to design user-friendly accounting/invoicing software with reasonable costs and free support options.
In response to these concerns, the Tax Department cites Clause 3, Article 12 of Resolution No. 198/2025/QH15 dated May 17, 2025, by the National Assembly. This clause mandates that the state allocate funds to provide free digital platforms and shared accounting software for small businesses, micro-enterprises, business households, and individual entrepreneurs.
The Tax Department also notes that the Ministry of Finance is drafting a decree to guide implementation, including provisions for free digital platforms and shared accounting software.
Previously, to ensure the transition does not impose additional financial burdens on business households, the Tax Department requested electronic invoicing solution providers and data transmission and storage organizations to design user-friendly accounting/invoicing software with reasonable costs. They were also urged to offer free support packages for small and micro-businesses.
Commitment to Partnership
Currently, accounting software for business households ranges from 1 to 4 million VND/year, while enterprise accounting software costs between 3 million and tens of millions of VND/year, depending on scale. Amidst the dual challenge of business development and revenue transparency, technology companies are stepping up to reduce software costs.

KiotViet, a sales management platform serving over 300,000 business households, has also launched free accounting software. This software simplifies accounting with a two-step process: selling on KiotViet (data is automatically recorded in accounting books and declarations) and downloading declarations/accounting books for tax submission or internal storage. The system automatically aggregates all sales and cash flow data, enabling business owners to track, maintain records, and prepare tax declarations on a single platform. Its intuitive interface ensures ease of use, even for those without accounting expertise.
