According to Decree 119/2024 issued by the Government, which regulates electronic toll payments for road transportation, starting from October 1, 2025, vehicle owners must transition their current toll accounts to a transportation account linked to a cashless payment method. Failure to comply will result in vehicles being unable to pass through electronic toll collection (ETC) stations.
This is a mandatory legal requirement as part of the national transportation digitization process. As of early September 2025, nearly 1.8 million VETC users have successfully completed the account transition. Notably, in August alone, VETC recorded a fivefold increase in bank linkages compared to July.

As defined in the Decree, the current toll account is solely for depositing funds and paying road tolls at toll stations. In contrast, the transportation account is linked to cashless payment services such as e-wallets, bank accounts, or credit cards, enabling vehicle owners to pay for additional services beyond road tolls, including parking, vehicle registration, fuel, and electric vehicle charging.
To transition from a toll account to a transportation account, users simply need to perform the action on their current non-stop toll payment app, either VETC or ePass. The conversion process takes only 5–10 minutes on the service provider’s app.

Steps to transition an ePass account to a transportation account for users without a Viettel Money wallet:
Step 1: Access the ePass app, select “Fund Management” or “Account,” then find “Link Management.”
Step 2: Choose the option to link a Viettel Money wallet.
Step 3: Install and register a Viettel Money wallet.
Step 4: Select “View All” and navigate to “Vehicles Passing ePass Stations.”
Step 5: Register ViettelPay as the payment method for Viettel Money via ID card verification, NFC connection, and facial recognition.
Step 6: Set a Viettel Money password for login and transaction authentication.
Note: Vehicle owners must ensure sufficient funds in the payment method linked to their transportation account when making electronic road toll payments.
