On the morning of September 29th, during the 26th Specialized Session, the Hanoi People’s Council (HPC) unanimously passed a resolution endorsing the proposal to submit to the Prime Minister for approval. The resolution designates the Hanoi People’s Committee (HPC) as the governing body responsible for executing the project to construct a road connecting Ring Road 4 (within Hanoi’s jurisdiction) to Ring Road 5 in Ninh Binh Province.

As per the resolution, the Hanoi People’s Committee will spearhead the project, directing specialized agencies to formulate implementation plans and methodologies in compliance with legal regulations. Upon approval from the Prime Minister, the Committee will oversee the completion of pre-feasibility studies and investment decision-making within its authority.

Additionally, the HPC has tasked its Standing Committee, specialized committees, delegate groups, and individual delegates with rigorously monitoring the project’s progress. The Hanoi Fatherland Front Committee and socio-political organizations are also urged to collaborate in public awareness campaigns and supervisory efforts.

According to the HPC’s proposal, this Group B project will be funded by Hanoi’s public investment budget, with an estimated total investment exceeding 840 billion VND. The project is slated for implementation between 2026 and 2028.

In the appraisal report, Mr. Doan Viet Cuong, Deputy Head of the HPC’s Urban Affairs Committee, affirmed the committee’s support for submitting the proposal to the Prime Minister, designating the Hanoi People’s Committee as the lead agency. This aligns with the Public Investment Law and the 2024 Capital Law, given the project’s cross-provincial scope and utilization of central budget funds.

Furthermore, the Urban Affairs Committee urged the Hanoi People’s Committee to proactively allocate and balance resources within the 2026–2028 medium-term public investment plan to ensure the project’s timely and effective execution.
