On the afternoon of September 30th, the Party Committee of Saigon Ward, Ho Chi Minh City, held the 5th Conference of the Ward Party Executive Committee. The conference aimed to review the work of the third quarter of 2025 and outline key objectives for the fourth quarter.
Addressing the conference, Mr. Nguyen Van Duoc, Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People’s Committee, praised Saigon Ward’s achievements in the first nine months of 2025. He particularly highlighted the effective implementation of the two-tier local government system, which has significantly improved public service delivery. Mr. Duoc encouraged the ward to continue leading by example for other wards and communes.

According to Mr. Duoc, many wards and communes in Ho Chi Minh City face challenges such as staff shortages and surpluses, backlogged files, and hesitation in decision-making. He cited land clearance as a critical issue, particularly for major road projects.
Mr. Duoc noted that some localities have specialized department-level staff but hesitant commune chairs, while others have competent commune chairs but lack departmental staff. This imbalance delays land clearance, which in turn slows down projects and public investment, ultimately affecting the city’s growth targets.
Moving forward, Chairman Duoc urged Saigon Ward to take the lead in implementing the two-tier local government system, fostering socio-economic development, digital transformation, and efficient operation of the Public Administration Service Center.
He emphasized that Saigon Ward enjoys unique advantages, including historical revolutionary sites and high-end shopping centers and hotels. These assets provide a solid foundation for rapid and sustainable socio-economic growth.

Mr. Nguyen Tan Phat, Secretary of the Saigon Ward Party Committee, announced plans to establish duty-free or tax-reduced shopping centers, allowing foreign currency transactions to attract international visitors and foreign exchange.
“This strategy leverages our existing infrastructure, including 10 shopping centers and 6 large supermarkets, to stimulate growth,” Mr. Phat explained.
Additionally, Mr. Phat highlighted the ward’s potential for smart urban management, given its comprehensive infrastructure. He requested city leaders’ support to ensure the successful implementation of these initiatives.

In the first nine months of 2025, Saigon Ward processed 13,528 out of 14,430 administrative procedures, achieving a 100% on-time completion rate. All procedures were handled through the city’s administrative procedure information system and integrated with the National Public Service Portal.
