In his opening remarks on the morning of September 30th, Politburo member, Secretary of the Party Central Committee, and Head of the Central Internal Affairs Commission Phan Đình Trạc emphasized that this congress is a significant political event with special historical importance. It follows the merger of Đồng Nai and Bình Phước provinces, marking a new development phase and laying the foundation for the long-term, sustainable growth of Đồng Nai Province during the 2025-2030 term and beyond.
This milestone also underscores the resilience, intelligence, capability, and aspirations of all officials, Party members, and the people of Đồng Nai Province as they embrace new conditions and join the nation in the New Era—an era of wealth, prosperity, civilization, and national thriving.

Mr. Phan Đình Trạc highlighted that Đồng Nai has a golden opportunity to surge ahead in development, becoming a dynamic growth hub and a modern center for industry, services, logistics, tourism, and high-tech agriculture in the Southern region and nationwide. However, this opportunity also presents challenges, requiring the Party Committee to demonstrate strategic vision, strong political resolve, decisive action, and synchronized, effective implementation.
The Head of the Central Internal Affairs Commission urged the Party Committee, government, and people of Đồng Nai to strive for a 10% annual growth rate. He called for the urgent completion and review of the Provincial Planning for the 2021-2030 period, with a vision to 2050, leveraging new development spaces and opportunities. This includes focusing on four key regions and investing in the formation of major tourism clusters as outlined in the draft resolution.
Additionally, he emphasized accelerating the development of science and technology, innovation, digital transformation, and administrative reforms. Improving the business investment environment should center around the needs of citizens and enterprises, with their satisfaction serving as the key performance metric.
Attending the congress were former State President Nguyễn Minh Triết, former State President Trương Tấn Sang, former National Assembly Chairwoman Nguyễn Thị Kim Ngân, former Standing Member of the Party Central Committee’s Secretariat Lê Hồng Anh, Head of the Ho Chi Minh City National Assembly Delegation Nguyễn Văn Lợi, and Deputy Secretary of the Ho Chi Minh City Party Committee Đặng Minh Thông.
Addressing the congress, Mr. Vũ Hồng Văn, Secretary of the Provincial Party Committee and Head of the Đồng Nai National Assembly Delegation, stressed that during the 2020-2025 term, the province faced numerous challenges, particularly in responding to the COVID-19 pandemic. However, through the unity of the Party Committee, government, and people, Đồng Nai implemented flexible and effective measures to successfully fulfill the resolutions of the Party Congresses at all levels.
The entire Party Committee, government, military, and people of Đồng Nai are determined to seize this “golden opportunity” for breakthrough growth, building a green, prosperous, civilized, and modern Đồng Nai. They aim to achieve the key indicators of a centrally governed city by 2030.

Mr. Võ Tấn Đức, Chairman of the Đồng Nai Provincial People’s Committee, stated that the Provincial Party Committee has identified key tasks and solutions for the 2025-2030 term. These include implementing high-quality human resource training and development programs, focusing on training, appointing, protecting, and encouraging capable officials who dare to think, speak, act, take responsibility, innovate, and confront challenges with determination for the common good. The leadership approach will shift from “administrative management” to “serving and fostering development.” Officials will be evaluated based on the quality of their specific outputs. The province will continue to reform personnel work, ensuring democracy, objectivity, and transparency, and establish mechanisms to attract talent, particularly in healthcare and education.
Efforts will also be made to enhance the leadership and guidance of key socio-economic development tasks, alongside maintaining national defense and security. The province will candidly acknowledge and address shortcomings in project implementation, proactively resolving issues to unlock investment resources for socio-economic development.

Inspection, oversight, and supervision will be strengthened to proactively prevent and address violations, with timely detection and strict handling of misconduct. Regulations and coordination mechanisms among relevant agencies in inspection, investigation, prosecution, and adjudication will be reviewed and supplemented to ensure uniformity and effectiveness.
The focus will be on leading and effectively implementing the Resolution of the 1st Provincial Party Congress for the 2025-2030 term and specialized resolutions of the Politburo and Party Central Committee. These efforts aim to achieve double-digit growth and enhance the quality of life for the people.
