Unveiling Mega Projects: Hanoi Set to Launch Over $3 Billion in Investments This Weekend

The Hanoi People's Committee has issued Plan No. 264/KH-UBND, dated September 26, 2025, outlining the organization of groundbreaking ceremonies for various projects in celebration of the 71st anniversary of the Liberation Day of the Capital (October 10, 1954 - October 10, 2025).

The groundbreaking ceremonies for various projects are not only a meaningful activity to celebrate the Liberation Day of the Capital but also a step towards preparing for the 18th City Party Congress and the 14th National Party Congress. The organization of these events is ensured to be solemn, efficient, economical, and safe, with numerous rich and impressive activities.

The groundbreaking ceremonies for the projects are scheduled to take place from October 4 to 10, 2025, at various locations. These events will be attended by leaders from the central government, city authorities, departments, sectors, contractors, consultants, local residents, and media representatives from both the central and Hanoi levels, including Vietnam Television, Hanoi Radio and Television, and the City’s Communication, Data, and Digital Technology Center.

The Hanoi People’s Committee requires investors and developers to complete investment procedures, land acquisition, and construction to meet the schedule for the groundbreaking ceremonies. They must coordinate with the Office of the City People’s Committee in finalizing the guest list, issuing invitations, preparing documentary films, and organizing the events. The organizing units are fully responsible for the events.

The Office of the City People’s Committee directs the City’s Communication, Data, and Digital Technology Center to collaborate with Hanoi Radio and Television to enhance communication efforts before, during, and after the events. They are tasked with drafting press releases and handling other communication-related tasks for the program.

The Departments of Construction, Industry and Trade, Agriculture and Environment, and Health, along with the People’s Committees of relevant districts and wards, are responsible for ensuring infrastructure conditions at the event sites, including electricity, water, environmental sanitation, traffic safety, parking arrangements, and other necessary conditions. They must also ensure healthcare services are available at the groundbreaking sites before, during, and after the ceremonies.

The People’s Committees of the wards of Phú Lương, Dương Nội, Hồng Hà, Cửa Nam, Bồ Đề, Thiên Lộc, Long Biên, Xuân Đỉnh, Đông Ngạc, Thượng Cát, Tây Hồ, Cầu Giấy, Ba Đình, Hoàn Kiếm, Hai Bà Trưng, Ngọc Hà, Nghĩa Đô, Giảng Võ, Láng, Yên Hòa, Đống Đa, Thanh Xuân, Khương Đình, Định Công, Thanh Liệt, and Hoàng Liệt are to coordinate with investors and developers in preparing the sites for the groundbreaking ceremonies. They must also work with the City Police and relevant units to ensure security, traffic safety, environmental sanitation, parking arrangements, and reception of delegates for the events.

Details of the Projects to be Simultaneously Groundbroken in Hanoi in October

Previously, the Hanoi People’s Committee approved the list of investment projects scheduled for groundbreaking on October 10, 2025 (from October 5 to 10), which includes:

1. Investment Project for the Construction of Thượng Cát Bridge and Approach Roads

The Thượng Cát Bridge and approach roads project has a total investment of nearly VND 7.3 trillion, funded by the city budget. The project was approved by the Hanoi People’s Council in March 2023. The investor is the Hanoi Transportation Construction Project Management Board.

The bridge has a total length of 5.226 km, including a 780-meter main bridge, a 3.125-kilometer approach road in Thượng Cát Ward and Thiên Lộc Commune, and a 1.321-kilometer approach road. The starting point is at the intersection with Kỳ Vũ Road (former Bắc Từ Liêm District, now Thượng Cát Ward), and the endpoint is at the intersection with Road 23B (former Đông Anh District, now Thiên Lộc Commune).

The bridge is designed with 8 lanes (6 for motor vehicles and 2 for non-motorized vehicles), a main bridge width of 35 meters, and an approach road width of 31 meters. The southern approach road has a typical cross-section of 60 meters, including 6 lanes for motor vehicles, 2 lanes for non-motorized vehicles on the main road, and 2 parallel roads.

2. Component Project 2 – Investment in the Construction of Trần Hưng Đạo Bridge (Including Approach Roads and One Connection Branch) as Part of the Trần Hưng Đạo Bridge Construction Project

The Trần Hưng Đạo Bridge project has a total length of approximately 5.6 km, starting at the intersection of Trần Hưng Đạo and Trần Thánh Tông (Hoàn Kiếm District) and ending at Vũ Đức Thận Street (Long Biên District).

This is one of Hanoi’s key transportation projects for the 2025-2030 period, funded by the city budget. The project starts at the intersection of Trần Hưng Đạo and Trần Thánh Tông (Hoàn Kiếm District) and ends at Vũ Đức Thận Street (Long Biên District), with a total investment of over VND 15 trillion.

The project is divided into two components. Component 1 involves compensation, support, and resettlement, while Component 2 includes the construction of Trần Hưng Đạo Bridge and its approach roads, as well as the road from Cổ Linh Intersection to the project’s endpoint at Vũ Đức Thận Street (Long Biên District).

3. Investment Project for the Construction of Lê Hồng Phong Cadre Training School

The Lê Hồng Phong Cadre Training School in Hanoi is a center for training and fostering party and city leadership, management, and political theory research.

On November 27, the Hanoi People’s Committee issued Decision No. 6140/QĐ-UBND approving the construction of the Lê Hồng Phong Cadre Training School in Phú Lương Ward, Hà Đông District.

The project is managed by the Hanoi Civil Construction Project Management Board, with a land area of approximately 42,175.32 square meters and a total investment of about VND 980 billion.

4. Investment Project for the Construction of Hanoi Kidney Hospital (Facility 2)

According to Decision No. 5265/QĐ-UBND approving the construction of Facility 2 of Hanoi Kidney Hospital in Yên Nghĩa Ward, Hà Đông District, the hospital will have a capacity of 250 beds. This is a Group B project, classified as Grade II in terms of capacity and Grade I in terms of structure, with a lifespan of at least 50 years. The investor is the Hanoi Civil Construction Project Management Board, with a total investment of approximately VND 748 billion.

Facility 2 of Hanoi Kidney Hospital will include a main building (2 to 8 stories above ground and 1 basement), with a construction area of approximately 6,355 square meters. It will also feature technical infrastructure, auxiliary facilities, and equipment such as office equipment, fire protection systems, and medical devices.

5. Investment Project for the Construction of Ngọc Trai Theater and Thematic Cultural Park

The Ngọc Trai Theater and Thematic Cultural Park project is located on plots CXĐT.08, CXĐT.09, and P2 within the detailed planning area of the central axis of the Quảng An Peninsula, approved by the Hanoi People’s Committee in November 2024. The project covers a total area of over 19.1 hectares, including the theater and cultural park (18.2 hectares), parking area (0.4 hectares), and roads (0.5 hectares).

The total investment is VND 12,756 billion (equivalent to USD 485 million). The investor is Sun Group-affiliated Sun City LLC.

6. Investment Project for the Construction of an Underpass at Cổ Linh Intersection, Long Biên District

The underpass at Cổ Linh Intersection has a total length of approximately 600 meters, including a 100-meter enclosed section, a 260-meter open section, and 240 meters of retaining walls and bumpers connecting to Đàm Quang Trung Road and Vĩnh Tuy Bridge Approach Road.

The underpass has a cross-section width of 27 meters, accommodating 6 lanes. The project involves widening the surrounding roads, adjusting medians, and maximizing lane capacity. The total investment is nearly VND 750 billion, with the contractor being the Thành Phát – CK4 – Đạt Phương – Vĩnh Hưng Consortium led by Thành Phát Construction LLC.

The project aims to improve infrastructure at Cổ Linh Intersection, enhance traffic flow between Vĩnh Tuy Bridge and Long Biên District, and alleviate congestion at this major gateway to the northern part of the capital. The total investment is approximately VND 750 billion.

7. Investment Project for the Construction of Hanoi Urban Railway Line 2, Nam Thăng Long – Trần Hưng Đạo Section (Groundbreaking at Xuân Đỉnh Depot), and Announcement of Detailed Planning for C9 Station, Route Alignment, and Project Location from C8 to C10 Stations, Scale 1/500, Along with the Commencement of the Compensation, Support, Resettlement, and Land Clearance Project for the Eastern Hồ Hoàn Kiếm Square and Park Development

The proposed total investment is nearly VND 35,590 billion, an 82% increase from the 2008 approval, including VND 29,670 billion in ODA loans and VND 5,910 billion in city counterpart funds. Construction and equipment costs have increased significantly, by VND 6,670 billion and VND 2,750 billion, respectively.

The Hanoi People’s Committee proposes extending the project implementation period to 2031, with operations starting in 2029 and the following two years dedicated to training and maintenance. The route remains 11.5 km long, with the elevated section increasing from 8.5 to 8.9 km and the underground section decreasing from 3 to 2.6 km. The number of trains has been reduced from 14 to 10, and the land area has increased from 49 to 51 hectares. Regarding C9 Station, the new location is under Đinh Tiên Hoàng Road, ensuring compliance with Hồ Hoàn Kiếm’s protection regulations and preserving cultural and architectural values, with input from relevant ministries and agencies.
