The People’s Committee of Bac Ninh Province has recently approved the 1/2000 scale zoning plan for Sub-zone 7 of Bac Giang Urban Area, located in Yen Dung and Tien Phong wards. This sub-zone borders the Yen Lu and Van Trung industrial zones and the Thuong River.
The plan aims to develop Sub-zone 7 into an eco-urban area integrated with tourism, entertainment, sports, and cultural services. By 2045, the project is expected to accommodate approximately 24,700 residents.

The planning area covers Yen Dung and Tien Phong wards in Bac Ninh Province.
Spanning nearly 2,600 hectares, the sub-zone is divided into three planning areas. Zone A, covering approximately 830 hectares, will focus on cultural and religious tourism, leveraging the Nham Bien Mountain Range, including Kem Pagoda and Truc Lam Phuong Hoang Zen Monastery. Planned activities include pilgrimage tours, meditation retreats, wellness programs, and amusement parks.
Zone B, spanning nearly 1,100 hectares, will emphasize agritourism and educational experiences, featuring mountain climbing, camping, community cultural events, survival courses, and environmental conservation. This zone will establish a “river-to-stream” service route connecting the Cau River Port to golf tourism.
Zone C, covering 666 hectares, will develop golf-centric tourism with premium amenities such as golf courses, casinos, and luxury hotels.
The entire sub-zone will feature themed tourism spaces stretching from east to west, linked to the Nham Bien Mountain Range, religious sites, and golf areas. Key high-rise areas may exceed 5 floors but will not surpass 12 floors.
Local authorities are tasked with restoring the Nham Bien Mountain ecosystem and implementing sustainable resource management practices.
The Department of Construction will review and advise on compliance with current standards and regulations, ensuring alignment with approved higher-level plans.
Additionally, the department will gather consensus from local residents and businesses, ensuring adherence to legal procedures and regulations.
Yen Dung Ward’s People’s Committee will lead the announcement and publication of the planning project, in accordance with legal requirements. They will also upload details to the Bac Ninh Provincial Planning Database.
The ward will oversee boundary demarcation, construction management, and strict enforcement of planning regulations to prevent encroachment and violations.
Responsibilities also include finalizing project dossiers, explanations, drawings, and management regulations, ensuring compliance after provincial approval and department validation. All documents must be stored as per legal requirements.
Recently, major real estate developers such as Vingroup, Sun Group, T&T, and Phu My Hung have invested in Bac Ninh. Notably, a Vingroup consortium was approved to develop the Northwest Bac Ninh New Urban Area (Zone 1) with a total investment of approximately $1.5 billion.
Additionally, T&T Group proposed a $1.2 billion project for the Con Ten Stream New Urban Area and a regional healthcare and sports complex in Sub-zone 2.
During a meeting with Minister of Construction Tran Hong Minh on September 12, Bac Ninh Provincial Chairman Vuong Quoc Tuan reaffirmed the province’s goal of becoming a centrally governed city by 2028 at the latest.
