Vietnam’s Largest Investment in Laos: The Truong Son Wind Farm Cluster Officially Begins Commercial Operations

The Truong Son Wind Power Complex is situated atop the Truong Son mountain range in Khamkeut District, Bolikhamxay Province, Lao PDR, at an altitude ranging from 1,400 to nearly 2,000 meters above sea level. The project utilizes Goldwind turbines with capacities of 6.25MW and 8MW (featuring 182-meter rotor diameters and 120-meter tower heights), with Phu Xuan Construction and Trading Co., Ltd. (PXC) serving as the general contractor. The project commenced feasibility studies in October 2023, officially broke ground in April 2024, and achieved commercial operation in September 2025.

Prior to this, on September 6, 2025, Vietnam-Laos Energy Investment Corporation (VLE)—the project investor—along with the National Power Transmission Corporation and relevant parties, synchronized the 220kV transmission line from the Do Luong 220kV Substation, the Truong Son Wind Power 220kV Substation, and the 75km Truong Son Wind Power – Do Luong transmission line (invested by VLE in Vietnam). This marks the first privately funded cross-border transmission infrastructure enabling electricity imports from Laos to Vietnam, diverging from the traditional model led by Vietnam Electricity (EVN) under the intergovernmental agreement.

With a construction-to-operation timeline of just 15 months, the Truong Son Wind Power Complex stands as the fastest-executed renewable energy project in the region.

The Truong Son Wind Power Complex is implemented under the Vietnam-Laos Power Trade Agreement, rooted in the 2019 Memorandum of Understanding on Energy and Mineral Cooperation. Recognized as a priority initiative in the 2024 Vietnam-Laos Cooperation Plan (signed January 7, 2024), the project underscores bilateral strategic partnership.

As a cornerstone of Vietnam-Laos relations, the project holds paramount significance in border security, economic development, and energy diplomacy. With a total investment exceeding $1 billion (including Vietnamese transmission infrastructure), it represents the largest Vietnamese-backed venture in Laos to date and Vietnam’s most powerful wind energy facility.

The complex’s 600MW capacity directly alleviates Northern Vietnam’s power deficits by injecting renewable energy into the grid during peak demand periods, enhancing supply reliability.

Designed with minimal land use and zero resettlement requirements, the project embodies sustainable development principles. Community initiatives include social welfare programs, clean water access, agricultural training, and infrastructure upgrades—notably the Nam On (Laos)-Thanh Thuy (Vietnam) border gate modernization, facilitating the Hanoi-Vientiane Expressway project with a $50 million equivalent contribution.
