These initiatives are pivotal in facilitating the full operational capacity of the Nhon Trach 3 and Nhon Trach 4 power plants.

Land Acquisition Challenges Persist for Key Power Projects

As tasked by the Prime Minister and the Ministry of Industry and Trade, Vietnam Electricity (EVN) assigned the National Power Transmission Corporation (EVNNPT) as the investor for grid projects aimed at harnessing the capacity of Nhon Trach 3 and 4 thermal power plants. However, implementation has faced unresolved hurdles.

Specifically, the 220 kV Nhon Trach 3 – Long Thanh transmission line, spanning 26.6 km with 87 tower positions, is slated for completion in 2025. To date, local authorities have secured 65 foundation sites.

The critical bottleneck lies at position 02 (shared 4-circuit tower section). While EVNNPT proceeds with tower construction for energization, one household withholds approval, demanding additional compensation.

Despite repeated negotiations by authorities, UBND Dai Phuoc Commune and the Land Fund Development Center are now compiling legal dossiers for administrative measures.

The 220 kV Nhon Trach 3 – My Xuan – Cat Lai line has completed land handover and corridor clearance, nearing full construction. Progress is halted pending resolution at position 02 to connect Nhon Trach 3 substation.

Similarly, the 220kV Nhon Trach Industrial Zone substation project has received 26,095.6 m² of 34,823.1 m². Two cases remain unresolved in land compensation.

EVN urges Dong Nai Province to direct local authorities to intensify advocacy, secure consensus, and apply administrative measures for non-compliant cases by October 2025.

Dong Nai’s Department of Industry and Trade reports multiple meetings and directives to support investors. Provincial leaders conducted site inspections and community engagement, yet delays persist due to pending compensation council formation and procedural regulations.

Vice Chairman Ho Van Ha emphasized the projects’ role in national energy security and southern economic development, aligning with the province’s double-digit growth goals. He tasked the Department with consolidating issues for resolution, clarifying responsibilities, and ensuring October 2025 deadlines.

Provincial leadership demands focused action to deliver land for Nhon Trach 3 and 4 projects within the stipulated timeframe.
