On September 30th, the Hai Phong City People’s Court sentenced Nguyen Thi Dung (44 years old, known as the 2nd Runner-up of the 2022 Miss Global Vietnamese Housewives pageant under the stage name Ha Linh) to 18 years in prison for fraud and appropriation of property.
According to the indictment, Nguyen Thi Dung was the Director and legal representative of HD Financial and Real Estate Group Co., Ltd. (abbreviated as HD Land Company), located in Le Thanh Nghi Ward, Hai Phong City.

Despite neither Dung nor HD Land Company being shareholders or authorized to raise capital for the two projects, the Republic Commercial Center and Market (Tran Nhan Tong Ward, Hai Phong City, invested by TNR Stars Chi Linh Company) and the Stars Dam Thuy project in the former Dong Trieu City, Dung provided false information to commit fraud for personal spending and debt repayment.
In November 2021, Dung hired Ms. N.T.B.P. as an office clerk and cashier for HD Land Company (Ms. P. resigned in May 2022).
In late January 2022, Dung informed Ms. P. that HD Land Company and the investors of the TNR Stars Chi Linh and Stars Dam Thuy projects had signed a cooperation agreement, authorizing HD Land Company to raise capital, find partners, and distribute residential land plots at the Republic Commercial Center and Market complex at the investor’s original price upon the project’s launch.
Trusting Dung’s information, Ms. P. transferred 2.95 billion VND to Nguyen Thi Dung and wrote a receipt dated September 18, 2022, stating that HD Financial and Real Estate Group (represented by Nguyen Thi Dung) had received 2.95 billion VND from Ms. N.T.B.P. to register for priority purchase of land plots in the project. The agreement period was from the receipt date until December 31, 2022. HD Land Company was responsible for providing the exact location and selling price for Ms. P.’s confirmation of purchase or non-purchase when the investor officially launched the project. If the investor had not officially launched the project by the end of the agreement period, HD Land Company was obligated to refund 100% of the money to Ms. P.
However, Dung failed to fulfill her commitment to Ms. P. and used the entire appropriated amount for debt repayment and personal expenses.
From April to June 2023, Ms. P. repeatedly demanded her money back, but Dung refused, leading Ms. P. to file a complaint with the Hai Duong Provincial Police Investigation Agency.
In the second case, Dung defrauded over 2.1 billion VND. In early 2022, Nguyen Thi Dung falsely claimed she could directly purchase land at the original price from the investors of the TNR Stars Chi Linh and Stars Dam Thuy projects. After taking the victim, Ms. D., to view the land at these projects, Dung stated that the official launch would be in June 2022 and required a deposit of 100 million VND per land plot to secure a spot.
Trusting Dung’s information, Ms. D. made multiple transfers totaling 2.172 billion VND to Dung to secure 7 land plots in the TNR Stars Chi Linh and Stars Dam Thuy projects.
After receiving the money, Dung did not contact the investors to secure the 7 land plots as promised. Instead, she used 890 million VND for debt repayment and 1.282 million VND for personal expenses, including clothing, cosmetics, phone credit, rent, and other expenditures.
In April 2023, Dung informed Ms. D. that the TNR Stars Chi Linh and Stars Dam Thuy projects were launching with prices ranging from 46 to 50 million VND per square meter. However, Ms. D. decided not to purchase the land and requested Dung to return her money, but Dung refused. Consequently, Ms. D. filed a complaint against Nguyen Thi Dung with the Hai Duong Provincial Police Investigation Agency.
After considering the prosecution’s proposal and the case’s circumstances, the trial panel sentenced Nguyen Thi Dung to 18 years in prison and ordered her to repay Ms. P. 2.95 billion VND and Ms. D. 2.172 billion VND.
