On October 1st, Nguyen Van Duoc, a member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the Ho Chi Minh City People’s Committee, along with Vice Chairmen Bui Xuan Cuong and Bui Minh Thanh, inspected the Ring Road 3 project, the Ho Chi Minh City – Moc Bai Expressway, resettlement land funds, and discussed land clearance efforts with local authorities.

Status of Major Packages
At the Ring Road 3 project site near the intersection with Ha Duy Phien Street (Binh Gui Bridge location), Binh My Commune, Ho Chi Minh City, the Ho Chi Minh City Transport Department (project investor) reported that the 76.34 km Ring Road 3, passing through Ho Chi Minh City, Dong Nai, and Tay Ninh, has a total investment of over VND 75,378 billion, comprising 8 sub-projects. Land clearance has reached 100%, and major packages have been implemented with progress ranging from 45% to nearly 82%. Approximately 24.1 km is expected to open to traffic on December 19, 2025, with the entire route scheduled for completion by June 30, 2026.
The DATP1 package requires 5.6 million m³ of sand for foundation filling, with 3.4 million m³ already mobilized. The remaining 2.2 million m³ will be sourced from 16 mines in Vinh Long and Dong Thap. For construction stone, 2.5 million m³ is needed, with only 0.95 million m³ mobilized so far, leaving a shortfall of 1.55 million m³ to be sourced from 9 mines.
In Binh Duong, the 11.3 km DATP5 package has been delayed due to prolonged document appraisal, heavy rainfall, and material shortages.

100% Compensation Payment by December 2025
The delegation then held a meeting to review the progress of the Ring Road 3 and Ho Chi Minh City – Moc Bai Expressway projects, resettlement land funds, and discussed land clearance and resettlement efforts with relevant communes at the Nhuan Duc Commune People’s Committee.

At the meeting, Chairman Nguyen Van Duoc emphasized that infrastructure development is a critical task, but many projects are delayed, particularly land clearance for the Ho Chi Minh City – Moc Bai Expressway.

Director of the Department of Construction Tran Quang Lam stated that the TP XL1 section of the Moc Bai Expressway will commence construction in November 2025 using public investment funds. The BOT section has been approved, and investors are being selected.
Tay Ninh Province has requested an additional VND 2,100 billion in compensation, seeking support from Ho Chi Minh City under National Assembly Resolution 98/2023/QH15. Compensation progress in Ho Chi Minh City is slow, potentially affecting the project’s groundbreaking. Localities must expedite payments, not relying solely on resettlement area construction. Some communes in Cu Chi and Tay Ninh have announced and prepared payments from October to December.

Vice Chairman Bui Xuan Cuong noted that the Ho Chi Minh City – Moc Bai Expressway is a national key project, currently delayed but still under control, ensuring operation by 2027. The landmine clearance package has started, with the Province Road 8 overpass commencing in November 2025 and remaining packages in Q1-2026. The 22-hectare resettlement area with 805 lots is expected to be handed over by June 2026.

Vice Chairman Bui Minh Thanh stressed that land clearance is crucial, requiring weekly meetings and temporary housing policies to expedite handover.
Concluding the meeting, Chairman Nguyen Van Duoc stated that major packages will commence in Q1-2026. Land clearance is the primary cause of delays in public investment. The Ho Chi Minh City People’s Committee will coordinate with Tay Ninh on compensation efforts.
Chairman Nguyen Van Duoc urged communes to strengthen land clearance compensation boards, selecting reputable officials to engage with residents. Compensation plans must be finalized in October and November, aiming for 100% agreement by December 2025.
He instructed against dividing packages, assigning them to capable contractors to ensure progress. The City Police will monitor and prevent “land brokers” and “complaint brokers” from disrupting the process.
Regarding compensation, Chairman Nguyen Van Duoc directed immediate payment upon agreement, streamlining processes with the State Treasury. For resettlement, temporary housing and rental support must be provided until new homes are available.
For Ring Road 3, he instructed the investor, contractors, and related units to follow Deputy Prime Minister Mai Van Chinh’s directives from the September 25 meeting.

At the September 25 meeting, Deputy Prime Minister Mai Van Chinh emphasized Ring Road 3’s strategic importance for the Southern Key Economic Region. He praised material mobilization from the Mekong Delta but noted slow progress in relocating high-voltage lines.
He directed completion of relocations by October 2025, investment in the Tan Van intersection, and acceleration of the DATP5 section to meet the December 19, 2025 opening deadline.
