Prime Minister: “No to Negativity, No to Difficulty, No to Empty Promises” in Development and Innovation

On October 1st, the Ministry of Science and Technology, in collaboration with the Ministry of Finance, hosted the National Innovation Day 2025 Launch Ceremony at the National Innovation Center (NIC) in Hanoi. The event was produced in partnership with VCCorp.

In response to General Secretary To Lam’s directive, Prime Minister Pham Minh Chinh, on behalf of the Government, emphasized that science, technology, and innovation are objective requirements and top strategic priorities for the Party and the State.

Aligning with General Secretary To Lam’s guidance, the Prime Minister proposed the “3 No’s” principle. First, no negativity, no difficulty, and no unfulfilled promises in innovation and development. Second, no perfectionism, no haste, and no superficial innovation. Lastly, no barriers to innovative thinking and decisive action, no administrative hurdles, and no restrictions on the creative space for any individual or collective.

Addressing development partners and international organizations, the Prime Minister requested “3 Supports” for Vietnam. First, technical support and experience-sharing to help Vietnam develop policies, legal frameworks, infrastructure, and resources for innovation. Second, financial support and technology transfer, especially in priority sectors and strategic technologies, along with the establishment of R&D centers in Vietnam. Third, support for Vietnamese startups and tech companies to connect with global markets, value chains, and supply chains.

For the younger generation, students, and youth, the Prime Minister highlighted “3 Pioneers”: Pioneer in leading by example in innovation and digital transformation; pioneer in surpassing personal limits to innovate anytime, anywhere, in any situation; and pioneer in racing against time, developing intelligence, and acting decisively in innovation.

In 2024, the Prime Minister designated October 1st as the National Innovation Day. Under the theme “National Innovation – Driving National Development,” the 2025 event underscores the Party and State’s commitment to making innovation a central strategy for socio-economic development, enhancing productivity, competitiveness, and sustainable growth. It also celebrates groundbreaking ideas and fosters a comprehensive innovation ecosystem.

The 2025 National Innovation Day serves as a comprehensive platform connecting all elements of the innovation ecosystem, spreading the spirit of innovation, inspiring development aspirations, and reinforcing international integration efforts. It aims to propel Vietnam toward becoming a high-income country by 2045.
