Top 18 Elite Construction Firms Selected by Ministry of Construction for Social Housing Projects

The Ministry of Construction has recently submitted a report to the Government, identifying 18 capable construction companies to develop social housing and 15 localities with the highest demand for social housing nationwide.

The Ministry of Construction has identified 15 provinces with the highest demand for social housing nationwide: Ho Chi Minh City, Bac Ninh, Hanoi, Tay Ninh, Dong Nai, Phu Tho, Hung Yen, Hai Phong, Vinh Long, Dak Lak, Da Nang, Nghe An, Thai Nguyen, Ninh Binh, and Quang Tri.

In response to the Government’s directive in Official Dispatch 9142/VPCP-CN dated September 25, 2025, regarding the acceleration and enhancement of social housing development, the Ministry of Construction has submitted a report to the Government. This report outlines the selection of 18 capable construction enterprises for social housing projects and identifies 15 provinces with the most significant social housing needs nationwide.

Selecting Capable and Responsible Enterprises

Regarding enterprise selection, the Ministry of Construction emphasizes the need to choose companies with strong capabilities, integrity, vision, awareness, and responsibility toward the people. Selection criteria include:

Enterprises must possess robust financial capabilities to ensure self-funded capital and credit mobilization for large-scale projects. Selected companies should have experience in implementing social housing, worker housing, urban area, and commercial housing projects, ranging from hundreds to thousands of units. Additionally, they must have a professional management system, quality control, progress monitoring, and occupational safety measures compliant with construction and housing laws.

Selected enterprises must also demonstrate dedication, social responsibility, and a commitment to partnering with the Government in achieving housing welfare goals. They should be willing to invest in social housing, a low-profit but politically and socially significant sector.

The selection ensures regional balance, prioritizing enterprises capable of operating in high-demand areas such as Hanoi, Ho Chi Minh City, Binh Duong, Dong Nai, Bac Ninh, Hai Phong, Quang Ninh, and Da Nang.

Enterprises must commit to long-term social housing development from 2025 to 2030. They should also be able to create a closed value chain, from planning and design to construction, operation, and management, ensuring quality and reasonable costs.

Based on these principles and criteria, the Ministry of Construction proposes 18 enterprises for social housing development, including: Vingroup (HOSE: VIC); Sun Group; Viglacera; Housing and Urban Development Corporation (HUD); Hanoi Construction Corporation (HANCORP, UPCoM: HAN); Corps 319 (Ministry of Defense); Nam Long Investment Corporation (HOSE: NLG); Becamex IDC (HOSE: BCM); Vinaconex (HOSE: VCG); Thanh An Corporation (Corps 11); Truong Son Construction Corporation (Corps 12); Kinh Bac Urban Development Corporation (HOSE: KBC); UDIC; Duc Manh Construction and Trading Company; Taseco Real Estate Investment JSC (HOSE: TAL); Cat Tuong JSC; Capital Investment and Trade JSC; and Construction Corporation No. 1 (UPCoM: CC1).

In accordance with Decision 444/QD-TTg by the Prime Minister, which sets social housing completion targets for 2025 and beyond until 2030, the Ministry of Construction identifies 15 provinces with the highest social housing demand: Ho Chi Minh City, Bac Ninh, Hanoi, Tay Ninh, Dong Nai, Phu Tho, Hung Yen, Hai Phong, Vinh Long, Dak Lak, Da Nang, Nghe An, Thai Nguyen, Ninh Binh, and Quang Tri.
