Unlocking Success: Overcoming Challenges in Two Major Projects

Numerous road and rail projects poised to significantly boost the economy are currently being prioritized by Ho Chi Minh City, with a focus on resolving bottlenecks and accelerating their implementation.

On October 1st, Nguyen Van Duoc, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the Ho Chi Minh City People’s Committee, along with Vice Chairmen Bui Xuan Cuong and Bui Minh Thanh, inspected the Ring Road 3 project, the HCMC – Moc Bai Expressway, and resettlement land funds. They also discussed land clearance efforts with local authorities.

Accelerated Construction Efforts

Ring Road 3 spans over 76 km across Ho Chi Minh City, Dong Nai, and Tay Ninh, with a total investment of more than VND 75,378 billion.

The delegation inspected the section passing through Binh My commune, where the construction site buzzed with machinery. Newly leveled land stretched to the foot of Binh Goi Bridge, and workers labored continuously with a sense of urgency.

Nguyen Van Tan, a local resident, expressed his joy at the bustling construction activity. “Once this major road is completed, travel will become much smoother, and the area will undoubtedly become more prosperous,” he said confidently.

The Ho Chi Minh City Transportation Project Management Board (the investor) reported that land clearance has been completed, and the main packages are under implementation, with progress ranging from over 45% to nearly 82%.

The Board mentioned challenges such as material shortages and delays in some packages. However, with ongoing solutions, 24.1 km of the road is expected to open on December 19, 2025, with the entire route completed by June 30, 2026.

Focus on Land Clearance

Regarding the HCMC – Moc Bai Expressway, Tran Quang Lam, Director of the Ho Chi Minh City Department of Construction, reported that the project includes construction packages within HCMC and two compensation projects previously managed by Cu Chi District.

In HCMC, compensation progress has been slower than expected, potentially delaying the handover of cleared land until Q2/2026, which could affect the project’s groundbreaking. Tay Ninh has made faster progress, handing over more than 50% of the land, but costs have increased by VND 2,100 billion. Tay Ninh has requested financial support from HCMC under National Assembly Resolution 98/2023.

Vice Chairman Bui Xuan Cuong noted that the HCMC – Moc Bai Expressway is a national key project affecting many households. While land clearance has been slow, it is under control. The 51 km main route is scheduled to begin construction in Q1/2026. Landmine clearance, high-voltage power line relocation, and resident negotiations are largely complete.

Vice Chairman Bui Minh Thanh emphasized that land clearance is critical, requiring local authorities to closely monitor weekly progress and promptly address challenges, including administrative measures if necessary.

Proactive Response to All Scenarios

Based on the inspection findings, Chairman Nguyen Van Duoc stressed the importance of infrastructure development, noting that many projects are delayed, particularly in land clearance.

He stated that the main packages for the HCMC – Moc Bai Expressway will start in Q1/2026, with land clearance being a major obstacle. The city will collaborate with Tay Ninh to resolve these issues. Communes must finalize compensation plans soon, aiming for 100% resident agreement by December 2025. Once agreements are reached, compensation will be disbursed immediately through the State Treasury.

Nguyen Van Duoc also instructed the City Police to closely monitor the area to prevent fraudulent activities related to compensation claims.

For Ring Road 3, Chairman Duoc urged accelerated construction, effective material supply chain management (“green channel”), and adherence to Deputy Prime Minister Mai Van Chinh’s directives from a previous meeting.

To ensure infrastructure development meets expectations, Chairman Duoc appointed Tran Quang Lam, Director of the Department of Construction, as the “chief strategist.”

The Department of Construction is tasked with comprehensive oversight, providing timely recommendations to the People’s Committee to address issues related to roads, railways, waterways, and seaports. They must also prepare complete documentation for construction projects to ensure timely execution and quality.

Research on the Bau Bang – Cai Mep Railway Line

On the same afternoon, Chairman Nguyen Van Duoc and the delegation met with Becamex Group to discuss railway projects.

Nguyen Van Hung, Chairman of Becamex Group, reported that in addition to extending the approved Metro Line 1, Becamex aims to develop the Bau Bang – Cai Mep logistics railway. This 127 km line, with a total investment of nearly VND 153,000 billion, will have speeds of 160 km/h for passenger trains and 120 km/h for freight trains. It is expected to directly connect multiple industrial zones in Dong Nai with the Cai Mep – Thi Vai deep-water port cluster, enhancing maritime transport advantages. Becamex also requested that HCMC leaders resolve various issues related to transportation projects, industrial zones, and solar energy.

After hearing from department leaders, Chairman Duoc emphasized the principle of focusing on “what is right, effective, and feasible.”

Regarding the two railway projects proposed by Becamex, Chairman Duoc expressed strong support but requested clarification on the investor, investment method, and feasibility. For the Bau Bang – Cai Mep line, HCMC will propose to the Government that the city be assigned to implement the project.

“HCMC agrees to assign Becamex to study and execute the project, pending Government approval, which I am confident will be granted,” said Chairman Duoc.

Addressing Becamex’s concerns, Chairman Duoc reiterated that “the challenges faced by businesses are also the city’s challenges.” He urged departments to resolutely address these issues and keep their promises without causing unnecessary difficulties for businesses.
