At the 10th National Farmers’ Forum in 2025 (October 1), Mrs. Ta Thi Thuan, Vice Chairwoman of the Gia Lam Farmers’ Association (Hanoi), highlighted Resolution 70 of the Politburo, which emphasizes sustainable green development and encourages the use of renewable and circular energy.
In practice, many farmers are keen to invest in rooftop solar power, biogas, or agricultural by-products for electricity generation, aiming to reduce costs and protect the environment. However, high initial investment costs, unstable energy output, and limited farmer knowledge in this field pose significant challenges.
Farmers like Mrs. Thuan seek clarity on specific government mechanisms and policies to support and encourage farmers, cooperatives, and agricultural enterprises to invest in renewable energy development.
Addressing these concerns, Mr. Pham Nguyen Hung, Director of the Electricity Regulatory Authority (Ministry of Industry and Trade), affirmed that the Party and State’s policy strongly encourages renewable energy, particularly rooftop solar power. This initiative is not only a policy but also a key component of an efficient circular economy.

Integrating farming and livestock activities with a circular economy model is feasible. For instance, agricultural waste can be converted into biogas, while rooftop solar panels on farms can generate clean electricity for both consumption and sale of surplus power.
“Farmers should harness limitless solar energy by installing rooftop panels to produce electricity for their operations. This reduces costs, making our agricultural products truly green,” he stated.
By 2030, 50% of Vietnamese households are expected to adopt rooftop solar power, enabling self-sufficiency in energy, according to Mr. Hung’s renewable energy development goals.
Current policies allow households to sell surplus electricity back to the grid. Larger rooftop installations often produce more electricity than needed, making this a viable option. Upcoming revisions to Decision 13 will further incentivize regional rooftop solar investments.
This approach promotes decentralized household power generation, reducing reliance on traditional centralized power plants and transmission lines. “We urge farmers to become smart consumers by adopting rooftop solar, as it offers significant savings,” he emphasized.
Additionally, the Director advised farmers to consider installing storage systems. Since solar power is not generated at night, and peak consumption occurs from 6 PM to 10 PM, storage ensures uninterrupted supply.
In November, the Ministry of Industry and Trade plans to issue a decision providing economic and technical support for rooftop solar. This includes three-year low-interest policy bank loans and installation subsidies of 2-3 million VND per household.
Farms combining livestock and food production will also benefit from these support policies, Mr. Hung added.
Regarding the requirement for notification or registration of rooftop solar projects, Mr. Hung explained that this ensures grid stability and electricity quality. Large projects must register, while smaller ones need only notify.
This is crucial for managing the national power system, planning distributed generation capacity, and ensuring technical safety and fire prevention, especially for systems with battery storage (BESS).
The Ministry estimates that with 14 million households adopting rooftop solar under the adjusted Power Plan VIII, direct support from 2025 to 2030 could reach 42 trillion VND. This substantial incentive will encourage farmers and cooperatives to invest, reducing production costs and fostering green agriculture.
