23 New Residential Projects in Ho Chi Minh City Approved for Foreign Ownership

The Ho Chi Minh City People’s Committee has added 23 new housing development projects to the list of properties eligible for foreign ownership. This marks the third update this year, bringing the total number of approved projects for foreign investment to 88.

On September 30th, the Ho Chi Minh City People’s Committee announced a list of 23 housing projects eligible for sale to foreign organizations and individuals.

Among these, Van Phuc Investment Corporation stands out with three large-scale projects: Van Phuc 1, 2, and 3, collectively spanning over 80 hectares. Thanh Phuc Investment Company contributes two projects: a high-rise residential area covering nearly 1.7 hectares and a low-rise residential area of approximately 4.5 hectares, both located in Long Truong Ward.

Other notable developers include Nam Sai Gon Residences JSC with a 3.3-hectare residential area in Phuoc Kien Commune, Nha Be District; Quoc Loc Phat JSC’s Song Viet complex spanning nearly 7.6 hectares in An Khanh Ward; Dai Nhan Company’s 30-hectare residential area in Hiep Binh Ward; T.N.T Trung Thuy Real Estate Investment LLC’s Lancaster Legacy project exceeding 8,800 square meters in Cau Ong Lanh Ward; and Masterise Group Corporation’s Masteri Thao Dien project, among others.

Previously, in August 2025, the city approved 48 projects for foreign sales, prominently featuring 40 projects by Phu My Hung Development LLC, totaling approximately 56 hectares within Zone A of the new South Saigon urban area (now Tan My Ward). Additionally, Phat Trien Phu Hung Thai JSC has three projects in the same zone, covering nearly 5.5 hectares.

Capitaland – Thien Duc LLC participates with three projects in Cat Lai and Binh Trung Wards, spanning 5.6 hectares. Meanwhile, Dat Xanh Group (HOSE: DXG) and CVH Mua Xuan LLC are authorized to sell residential properties in Binh Trung Ward.

In the first phase on June 30th, the city approved 17 projects for foreign ownership. With three announcements, the total number of projects available to foreign entities in Ho Chi Minh City has reached 88.

Under current laws, foreigners can purchase commercial housing in projects that do not affect national defense or security, with ownership capped at 30% of apartments in a condominium or 250 individual houses per ward-level area.
