According to Directive No. 24/CT-TTg issued by the Prime Minister, 25 essential administrative procedures must be conducted online. This marks a significant step in administrative reform, compelling citizens and government agencies to transition to digital workflows. When needed, citizens should access the National Public Service Portal to submit documents and complete relevant procedures.

Sector Managed by the Ministry of Public Security (13 services)
This is the largest group of procedures, closely related to personal identification and transportation:
Confirmation of Citizen Identification Number when holding a National ID Card.
Reissuance or replacement of National ID Card.
Permanent residence registration.
Temporary residence registration.
Temporary absence declaration.
Accommodation notification.
Motorcycle and motorbike license plate registration.
Payment of administrative fines for traffic violations (automated fines).
Issuance, reissuance, amendment, or supplement of ordinary passports.
Issuance of Criminal Record Certificates.
New seal creation and issuance of seal sample registration certificates.
Creation of miniature, embossed, or wax seals.
Issuance or replacement of driver’s licenses.
Sector Under Commune/Ward Authority (6 services)
Procedures related to civil status and land are handled at commune/ward administrative centers:
Birth registration.
Death registration.
Marriage registration.
Integrated procedure: Birth registration – Permanent residence registration – Health insurance issuance for children under 6.
Integrated procedure: Death registration – Permanent residence cancellation – Funeral expense support.
Registration of changes in land use rights and property ownership attached to land (land and property change registration).
Other Critical Sectors (6 services)
Electricity: New electricity connection from medium/low voltage grids; Change of contract subject for electricity purchase.
Education: Registration for the National High School Graduation Exam and university/college admission.
Labor: Unemployment benefit claims.
Payments: Voluntary social insurance contributions; Household health insurance payments.
How Are Citizens Supported?
Recognizing that the transition to online procedures may pose initial challenges for some citizens, local authorities have implemented support measures.
Commune/ward administrative centers are equipped with internet-connected computers for citizens to use. For those unfamiliar with the process, staff members or volunteer youth teams will provide step-by-step guidance to ensure successful online submissions.
The strict enforcement of this regulation from October 1 is expected to reduce travel time, paperwork, and enhance transparency in administrative procedures, bringing long-term benefits to citizens.
New Land Procedures: 3 Additional Processes Now Available at the Commune Level
Starting September 25th, local commune authorities will begin processing and resolving three new land-related administrative procedures.
Revised Building Law Draft: Eliminating Red Tape, Empowering Local Authorities
The proposed Construction Law draft, submitted by the Ministry of Construction, eliminates 3 out of 8 procedural groups compared to the current Construction Law. These include: the appraisal of construction design implementation following basic design; the issuance of construction operation capability certificates for organizations; and the recognition of socio-professional organizations qualified to grant construction operation capability certificates. Additionally, it abolishes all investment and business conditions for 10 conditional business sectors within the construction field, as outlined in the Investment Law.
