As part of the 2025 National Innovation Day, the Ministry of Science and Technology (MOST) announced the 2025 Provincial Innovation Index (PII) and honored the TOP 5 leading provinces. These provinces have made groundbreaking strides in pioneering economic and social development driven by science, technology, and innovation.

According to the 2025 PII results, the TOP 5 provinces leading the nation in innovation are: Hanoi, Ho Chi Minh City, Quang Ninh, Hai Phong, and Hue City.

Hanoi has maintained its top position for three consecutive years, showcasing its leadership and pivotal role in economic and social development powered by science, technology, and innovation. In 2025, Hanoi achieved a PII score of 65.68, leading in 18 out of 52 sub-indices nationwide.

Ho Chi Minh City secured the second position with a 2025 PII score of 59.33. As a hub with favorable conditions for economic and social development through science, technology, and innovation, the city led in the Infrastructure pillar and topped 13 out of 52 sub-indices this year.

Quang Ninh Province ranked third, consistently appearing in the TOP 10 PII in 2023 and 2024. In 2025, Quang Ninh advanced to the TOP 3 with a PII score of 58.41, leading in 7 sub-indices nationwide.

Hai Phong City secured the fourth position with a PII score of 58.09. Known for its robust industrial development, the city boasts advantages in logistics and seaport infrastructure.

Hue City ranked fifth with a 2025 PII score of 49.37. The city excels in its developed service sector and strengths in human capital, research, and development.

The Party and State have prioritized shifting the growth model from relying on increased production inputs to enhancing labor productivity, quality, and applying science, technology, and innovation.

Therefore, a quantitative index system is essential to provide a comprehensive overview of the economic and social development model based on science, technology, and innovation at both national and local levels. This system offers a practical scientific foundation, enabling leaders to make informed decisions and select appropriate strategies for economic and social management and development.

At the national level, since 2017, the government has utilized the Global Innovation Index (GII) developed and annually published by the World Intellectual Property Organization (WIPO). At the local level, the Provincial Innovation Index (PII) was piloted in 2022 and officially implemented nationwide in 2023.

PII is built to international standards, with WIPO providing the methodology, model, and calculation techniques of the GII. Globally, only India, China, Colombia, and Vietnam are pioneering the development of a Provincial Innovation Index.

This index serves as a basis for assigning departments and agencies to implement specific solutions to improve individual indices and sectors. It thereby drives economic and social development rooted in science, technology, and innovation.
