On the morning of October 2nd, Vice Chairman of the Hanoi People’s Committee, Vu Thu Ha, attended the launch ceremony of the 2025 Comprehensive Health Management and Examination Program for the residents of Quang Minh Commune.

During the ceremony, Nguyen Thanh Liem, Secretary of the Quang Minh Commune Party Committee, emphasized the program’s significance. It not only upholds the tradition of prioritizing public health but also aligns with the national and municipal policies aimed at safeguarding and enhancing community well-being, offering tangible benefits to the populace.
According to Mr. Liem, Quang Minh Commune has consistently prioritized community health initiatives over the years. Thanks to the city’s vigilant oversight, the Health Department’s collaboration, and the involvement of central and municipal hospitals, alongside community support, grassroots healthcare quality has seen continuous improvement. Disease prevention and control measures are effectively managed, and primary healthcare services have become increasingly efficient.
As early as 2023, the former Me Linh District pioneered mass health screenings, mobilizing over 400 physicians from 15 hospitals to serve nearly 160,000 individuals. This success laid a robust foundation for this year’s program, aiming to ensure comprehensive healthcare access for all residents.
Mr. Nguyen Thanh Liem further stressed that effective public health begins with prevention, early detection, and consistent monitoring. This approach is not only scientifically sound and resource-efficient but also profoundly humane, reinforcing the principle of “primary healthcare as the cornerstone” and addressing residents’ needs from the ground up.
This year’s program features seasoned medical professionals from 12 hospitals, who will conduct health examinations for over 63,000 individuals across all age groups within the commune.

At the conference, Vice Chairman Vu Thu Ha highlighted Quang Minh Commune’s selection as a pilot site for the digital health station initiative, integrated with the two-tier urban governance model.
To date, Hanoi has synchronized approximately 10.9 million population records and 26.9 million medical visits from public and private healthcare facilities into electronic health profiles. Quang Minh alone has registered over 63,000 individuals, including nearly 9,000 seniors and more than 27,000 self-employed workers.
“This initiative is a vital step toward ensuring healthcare access, particularly for the underprivileged. By 2026, Hanoi aims to provide all residents with annual complimentary health screenings or check-ups, coupled with lifelong digital health records,” Mrs. Ha affirmed.
She added that implementation should be tailored to specific demographics and follow a prioritized timeline. Concurrently, agencies must drive advancements in science, technology, innovation, and comprehensive digital transformation within the healthcare sector.
