The Hanoi People’s Committee has officially launched a comprehensive plan to establish and operate Cultural Industry Centers (CICs) across Hanoi.
By 2025, the plan aims to develop 1-2 existing cultural industry hubs leveraging their strategic locations, cultural spaces, and heritage resources. It emphasizes public-private partnerships (PPPs) and social investment to drive growth.
In 2026, 2-3 specialized or multi-sector CICs will be established, focusing on key areas such as design, visual arts, performing arts, handicrafts, advertising, broadcasting, and radio.

By 2030, Hanoi’s CICs will foster creative incubation, domestic and international networking, and sectoral development, with a goal of establishing 10 centers as outlined in the Capital Law and Resolution No. 24/2025/NQ-HĐND.
Looking ahead to 2045, Hanoi envisions a modern, large-scale CIC complex along the Red River’s banks, aligned with urban planning, flood control, and dyke management regulations. This ecosystem will be digitally interconnected, serving as a catalyst for the capital’s cultural industry growth.
Key initiatives include: upskilling cultural industry professionals; establishing CICs; implementing support policies and operational frameworks; and conducting inspections to ensure compliance and performance reporting.
The Department of Culture and Sports will lead coordination, streamline establishment procedures, propose investment incentives, facilitate international collaborations, and manage policy submissions.
