On the afternoon of September 30, 2025, Mr. Le Huyen, Vice Chairman of the Khanh Hoa Provincial People’s Committee, chaired a meeting with departments and agencies to review the progress of compensation, land clearance, and resettlement for the North-South High-Speed Railway Project within the province.

According to the plan, the high-speed railway in Khanh Hoa will start at Dai Lanh Commune, bordering Dak Lak Province, and end at Phuoc Ha Commune, bordering Lam Dong Province. The route spans 29 communes and wards, with a total length of approximately 191.8 km. Within the province, three stations will be constructed, including two passenger stations and one cargo station, along with four maintenance depots.
The Department of Construction’s report indicates that the project affects 5,467 households and 36 organizations. Among these, 1,829 households require resettlement. To meet this need, the province plans to establish 31 resettlement areas, with 13 already available and 18 requiring new construction or expansion, covering a total area of approximately 99.5 hectares.
Construction of the resettlement areas is scheduled from March 2025 to December 2026. The inventory and compensation plan formulation will take place from March to December 2026, followed by the implementation of compensation, support, and resettlement from June 2026 to June 2028.
Concluding the meeting, Vice Chairman Le Huyen emphasized that departments and agencies must proactively review and accelerate the progress of assigned tasks. He also urged enhanced coordination with consulting units to anticipate and promptly resolve challenges during land clearance and resettlement.

Additionally, assigned agencies and localities must swiftly determine the locations and scales of resettlement areas, ensuring alignment with land-use planning. Mr. Le Huyen also directed agencies, units, and localities to urgently develop communication and advocacy plans tailored to local conditions, fostering high public consensus for project implementation.
A Symbol of Vietnam’s Aspirations
On November 30, 2024, National Assembly Chairman Tran Thanh Man signed Resolution No. 172/2024/QH15 approving the investment policy for the North-South High-Speed Railway Project. This national key infrastructure project is expected to drive significant socioeconomic development, advancing industrialization and modernization in Vietnam.
The project aims to construct a modern, synchronized, and safe high-speed railway to meet growing transportation demands while maximizing the potential of the North-South economic corridor. The railway will ensure seamless connectivity from North to South and extend linkages to the East-West economic corridors, fostering regional and global integration. It will also contribute to environmental protection, climate change adaptation, national defense, security, and international integration.

The railway will span approximately 1,541 km, starting at Ngoc Hoi Station in Hanoi and ending at Thu Thiem Station in Ho Chi Minh City, passing through 20 provinces and cities. The project includes a double-track railway with a standard gauge of 1,435 mm, a design speed of 350 km/h, and an axle load of 22.5 tons. It will feature 23 passenger stations, 5 cargo stations, and a modern system of vehicles and equipment, serving both civilian and defense purposes, with cargo transport capabilities as needed.
Implemented through public investment, the project will utilize electrified rail technology, ensuring modernity, synchronization, safety, and efficiency. The preliminary total investment exceeds 1.7 million billion VND, funded by the state budget across medium-term public investment plans, supplemented by other lawful capital sources.
Capital allocation will span multiple medium-term public investment plans, with flexible adjustments and no limits on carry-over funds between periods. The Prime Minister is authorized to reallocate capital between ministries, sectors, and localities to prioritize the project.
With its scale, scope, and special mechanisms approved by the National Assembly, the North-South High-Speed Railway Project is not only a modern transportation infrastructure but also a symbol of Vietnam’s aspirations. It will connect the North and South, propelling the nation into a new era of sustainable development and deep integration.
