Ho Chi Minh City Leaders Welcome Vietnamese Businesses to Invest in Metro Projects

Thaco Group (Thaco Corporation) has proposed a groundbreaking urban rail project to connect Tan Son Nhat and Long Thanh airports via the Thu Thiem - Long Thanh metro line. This ambitious initiative aims to establish a seamless transportation link between the two major airports, enhancing connectivity and accessibility in the region.

The Ho Chi Minh City People’s Committee Office has released the conclusions of Chairman Nguyễn Văn Được following a meeting to review urban railway projects proposed by Truong Hai Group Corporation (Thaco).

After hearing reports from relevant units and gathering opinions from meeting participants, Chairman Nguyễn Văn Được expressed his approval and agreed with Thaco’s investment proposal.

This initiative aligns with the Party and Government’s policy of prioritizing Vietnamese enterprises in the development of urban railway systems (metro). The proposal is expected to facilitate technology transfer, enhance domestic production capabilities, and support the construction of both the city’s and the nation’s urban railway networks.

Regarding Metro Line 2 (Bến Thành – Tham Lương section), the Chairman has instructed the Urban Railway Management Board to collaborate with Thaco in adjusting the project plan. The revised dossier must be finalized for appraisal and approval by early December 2025, with the aim of officially commencing construction in the same month.

During implementation, detailed plans and progress reports must be submitted to the Ho Chi Minh City People’s Committee for timely guidance.

For the Metro Line 2 sections Bến Thành – Thu Thiem and Thu Thiem – Long Thanh, the Chairman encourages Thaco to proactively study and propose investment options under the PPP model or direct investment as per legal regulations. The proposals should be consolidated and reported to the Ho Chi Minh City People’s Committee for submission to competent authorities.

The Chairman has tasked the Department of Construction with expediting the submission of adjusted zoning plans for the Specialized Mechanical Industrial Park (1/2000 scale) invested by THADICO Binh Duong (a THACO subsidiary). Priority is to be given to accelerating the planning, appraisal, and approval of TOD areas, particularly along Metro Line 2.

The Department of Construction is also directed to collaborate with Thaco in TOD area planning, ensuring the acceptance and implementation of research outcomes in compliance with regulations.

Additionally, the Department will lead efforts, in coordination with the Urban Railway Management Board, to research special mechanisms and policies for urban railway development. Proposals will be made to supplement Resolution 98/2023/QH15, allowing the city to receive enterprise funding for planning and project implementation.

The Urban Railway Management Board is tasked with advising and reporting to the Standing Board of the Party Committee of the Ho Chi Minh City People’s Committee and seeking opinions from the City Party Committee’s Standing Board on the project implementation approach.

The Chairman calls on investors, the Urban Railway Management Board, and relevant agencies to collaborate closely and expedite project execution.

As previously proposed by Thaco, the company plans to develop a railway connection between Tan Son Nhat and Long Thanh airports via the Thu Thiem – Long Thanh route, integrated with Metro Line 2, including the Bến Thành – Thu Thiem and Bến Thành – Tham Lương sections.
