The Ho Chi Minh City Department of Finance shared insights on stalled projects within the city during a press conference addressing economic and social issues on the afternoon of October 2nd.

Specifically, the Department of Finance stated that ongoing projects, developments, and land plots facing delays (encompassing all investment types: public, private, and PPP) are currently under the scrutiny of the Ho Chi Minh City People’s Committee. The Committee has tasked relevant departments and units with expediting solutions through the Special Task Force established under the Committee’s Decision dated July 31st, 2025.
The Committee has assigned specific responsibilities to its Standing Members, categorizing projects into groups based on type, quantity, and corresponding liaison agencies.
Stalled projects in the city are classified into five groups:
(i) Group 1 (Type 1a: Public investment projects, Type 1b: Private investment projects);
(ii) Group 2 (Public assets);
(iii) Group 3 (Assets and projects invested by state-owned enterprises);
(iv) Group 4 (Type 4a: Projects under the Prime Minister’s Task Force 53; Type 4b: Projects involved in inspection, investigation, prosecution, or other legal proceedings);
(v) Group 5 (Large, prime-location land plots reported in media but remain unused).
Regarding private investment projects (Type 1b) in Ho Chi Minh City, Binh Duong Province, and Ba Ria – Vung Tau Province (pre-reorganization), the Department of Finance reported that as of September 24th, 2025, 47 projects facing prolonged difficulties (types 1b2, 1b5, 1b6, and 1b7) in the former Ho Chi Minh City area have been resolved. These projects have a combined registered investment capital of over 420.3 trillion VND and cover nearly 25,859 hectares of land. Additionally, 30 private investment projects (under provincial authority) in the former Ba Ria – Vung Tau Province have also been resolved.
The Department of Finance emphasized that the 2025 database of stalled projects and land plots in Ho Chi Minh City (post-reorganization) is categorized into the five groups mentioned above, rather than by real estate project types.
Furthermore, the figures provided do not represent the complete picture of resolved stalled projects and land plots in Ho Chi Minh City, as some projects and land plots are still under the purview of other departments for solution development.
