Red River Scenic Axis Project Set to Commence in Early 2026

In late September, at the Hanoi People’s Committee headquarters, under the chairmanship of Vice Chairman Duong Duc Tuan, the consortium of Van Phu Real Estate Development JSC and Deo Ca Group JSC presented their second strategic report on the “Red River Scenic Axis” project. The meeting was attended by leaders from various departments, agencies, and local authorities.

According to the plan, the consortium will finalize the proposal and feasibility study for approval by the Hanoi People’s Committee. The project is slated to break ground in early 2026, demonstrating a strong commitment to bringing this flagship initiative to life.

The project, spanning approximately 40 km along the Red River, will utilize 7,800 hectares of land, divided into two sections: the right bank (following the river’s flow) along Ring Road 4, from Hong Ha Bridge to Me So Bridge; and the left bank, connecting to the Cultural Heritage and Economic Development Road Project along the Red River.

The project aims to create a “strategic backbone,” integrating transportation, urban development, culture, and ecology, revitalizing the entire Red River waterfront. It will also become Hanoi’s largest public space, offering residents safe, inspiring, and accessible riverfront experiences.

Beyond its urban value, the project symbolizes the spirit of innovation and development aspirations of the capital, coinciding with the 14th National Party Congress.

Iconic Architectural Landmarks to Take Center Stage

With a projected investment of 300 trillion VND (excluding land clearance costs), the project includes multiple components. The consortium proposes iconic architectural landmarks as future identifiers of the Red River space, such as:

The overall structure will feature three major functional zones:

A modern multi-modal transportation network will include:

The riverfront space will be designed with a multi-tiered, multi-functional structure, leveraging the natural terrain.

Previously, the Hanoi People’s Committee tasked the Van Phu – Deo Ca consortium with researching and planning the “Red River Scenic Axis” project.

Recognizing its complexity and interdisciplinary nature, the consortium conducted extensive research, including expert workshops and site visits.

In August 2025, they visited Chongqing, China, to study riverfront infrastructure. In September 2025, they met with Seoul Mayor Oh Se-hoon to learn from South Korea’s “Miracle on the Han River,” aiming to replicate its success in Vietnam, aligning with national leadership’s vision.

The “Miracle on the Han River” refers to South Korea’s rapid industrialization from the mid-20th to early 21st century, transforming Seoul into a global financial and tech hub, with the Han River as a cultural and tourism axis.
