Gia Lai Provincial Party Congress’s 1st Session Adopts 33 Key Targets

Among the 33 key indicators approved by the Gia Lai Provincial Party Committee, 10 focus on economic development, 14 on social progress, 7 on environmental sustainability, and 2 on Party building initiatives.

In compliance with Directive No. 45-CT/TW issued by the Politburo, and with the approval of the Politburo and the Secretariat, the 1st Congress of the Gia Lai Provincial Party Committee for the 2025-2030 term was successfully held over three days, from October 2 to 4, 2025.

During the closing session on the morning of October 4, the Congress unanimously adopted the Congress Resolution, which includes 33 key targets for the 2025-2030 term across various sectors: Party building, economy, culture, society, and environment.

The 1st Congress of the Gia Lai Provincial Party Committee for the 2025-2030 term was held from October 2 to 4, 2025.

The Congress Resolution includes 10 economic targets: The local GDP growth rate (GRDP) for the 2025-2030 period aims to reach 10% – 10.5% per year (based on 2010 prices), with agriculture, forestry, and fisheries growing at 3.8% – 4%, industry and construction at 13.5% – 14.5% (industry at 13.5% – 14.5%, construction at 13.5% – 14.5%), and services at 10.5% – 11%. Product taxes minus subsidies are expected to increase by 10% – 10.5%.

The average GRDP per capita is projected to reach USD 6,300 – 6,500. By 2030, the economic structure will be as follows: Agriculture, forestry, and fisheries will account for 19.5% – 20%; industry and construction for 36% – 36.5%; services for 40% – 41%; and product taxes minus subsidies for 4.2%.

By 2030, the total provincial budget revenue is expected to exceed VND 41 trillion. The total export turnover for the 2026-2030 period is projected to surpass USD 17 billion. Total social development investment mobilization by the end of 2030 is targeted at 32.2% of GRDP. The contribution of total factor productivity (TFP) to economic growth will be 50% or higher, and the share of the digital economy’s value-added in GRDP will range from 25% to 30%.

By 2030, the province aims to welcome 18.5 million tourists, including 1.1 million international visitors. Additionally, the goal is to have 20 enterprises per 1,000 inhabitants by 2030.

Delegates unanimously adopted the Congress Resolution, which includes 33 key targets for the 2025-2030 term across various sectors.

The Congress Resolution includes 14 social targets: The urbanization rate is expected to exceed 45%. The proportion of communes meeting the new rural standards for the 2025-2030 period will be at least equal to the national average, as per the Central Government’s program goals. Over 11,800 social housing units will be completed.

The rate of trained workers will surpass 75.2%, and at least 80.5% of schools will meet national standards.

All health stations will be staffed with doctors. By 2030, the province aims to achieve 10.5 doctors per 10,000 inhabitants and 36.4 hospital beds per 10,000 inhabitants. All communes and wards will meet the national health criteria.

The poverty rate will be lower than the national average. The proportion of workers participating in social insurance will exceed 35.6%, and health insurance coverage will reach 98% of the population. The replacement fertility rate will be maintained, and the sex ratio at birth will gradually return to a natural balance, improving population quality. The rate of stunted children under five will be reduced to below 16.96%.

The Congress unanimously adopted the Resolution, targeting a GRDP growth rate of 10% – 10.5% per year for the 2025-2030 period.

The Congress Resolution includes 7 environmental targets: Forest coverage will exceed 46.5%. The proportion of rural households using hygienic water will reach 99.8%, with at least 67.5% using clean water from centralized systems. Over 91.3% of the urban population will have access to clean water through centralized systems.

Urban solid waste collection and treatment will reach 95%, and rural household waste collection and treatment will reach 85%. All industrial and medical waste will be collected and treated to meet environmental standards, with 98% of hazardous industrial waste treated accordingly.

For Party building, the Congress Resolution includes: Annually, over 90% of grassroots Party organizations will successfully complete their tasks. The annual new Party member recruitment rate for the 2025-2030 period will be at least 3% of the total Party membership.
