As part of the National Innovation Day 2025, the forum “Driving Innovation and Developing Strategic Technology Sectors” was held on the afternoon of October 2. The event was organized under the auspices of the Ministry of Finance, with the National Innovation Center (NIC) collaborating alongside the World Bank, Qualcomm, Meta, and the Global Green Growth Institute (GGGI) in Vietnam.
At the forum, numerous technology companies, networks, and experts shared insights on advancing strategic technology implementation in Vietnam. Among them was Qualcomm Corporation.
According to Mr. Thieu Phuong Nam, General Director of Qualcomm Vietnam, Cambodia, and Laos, Qualcomm has invested approximately $105 billion in R&D over its 40-year history. Notably, 75% of the company’s workforce comprises technology development engineers.

Qualcomm has been present in Vietnam for over 20 years and considers it a key strategic location. Specifically, Qualcomm has partnered with Viettel to deploy the first 3G devices, supported Vsmart in designing “Made in Vietnam” 4G and 5G smartphones, and collaborated with Viettel to develop 5G infrastructure based on the Open RAN standard. Vietnam has become one of the five countries mastering the design and production of 5G infrastructure using Open RAN technology. Additionally, the company has worked with VNPT to introduce Wi-Fi 7 devices.
In June 2025, Qualcomm inaugurated an R&D center in Hanoi, one of its largest global facilities. Notably, the center’s engineering team is entirely comprised of Vietnamese professionals, contributing to Qualcomm’s most advanced AI projects. Their work is applied not only domestically but also in numerous countries worldwide.

Mr. Thieu Phuong Nam noted that during a recent visit, Qualcomm’s CEO reaffirmed the company’s commitment to expanding its R&D activities in Vietnam. Vietnam is set to become a critical global R&D hub for Qualcomm, leveraging its high-quality tech workforce and supportive government policies.
The leadership of Qualcomm Vietnam, Cambodia, and Laos added that the company is focusing on developing three core technologies: connectivity, high-performance and low-energy computing, and edge AI.
“AI will transform how we approach and interact with technology. This presents a great opportunity for Vietnam to deepen its participation in the global value chain. Qualcomm is committed to partnering with the Vietnamese government to help local tech companies embrace new technologies,” shared Mr. Thieu Phuong Nam.
Qualcomm is a technology corporation headquartered in San Diego, California, USA, specializing in telecommunications and mobile devices. Operating on a fabless model, Qualcomm is a leader in 5G technology and is expanding into semiconductor chips, software, and services for sectors such as AI, automotive, computing, and the Internet of Things (IoT). Qualcomm currently boasts a market capitalization of over $153 billion.
Notably, in early April 2025, Qualcomm acquired MovianAI, a generative AI specialist. According to Qualcomm representatives, MovianAI, a subsidiary of VinAI under the Vingroup ecosystem, brings together some of the world’s top AI scientists and researchers. This acquisition underscores Qualcomm’s strong commitment to advancing AI research and nurturing AI talent in Vietnam.
Special Project Featuring Meta

Also in the AI domain, Mr. Tran Viet Hung, co-founder of AI for Vietnam, introduced the ViGen project at the forum. This initiative, a collaboration between Meta, NIC, and AI for Vietnam, aims to create a comprehensive Vietnamese language dataset spanning from preschool to university levels. Launched in March 2025, the project is expected to generate a dataset of up to 50 billion parameters, along with five Vietnamese language evaluation modules (culture, reasoning, programming, etc.), to train AI models.
The co-founder of AI for Vietnam emphasized that the entire population can contribute to building this Vietnamese language dataset, accelerating its development.
He noted that a significant current challenge is the lack of natural support for Vietnamese in international AI models. However, ViGen aims to bridge this gap. The project also encourages community contributions, with participants earning points that can be converted into tangible rewards.
