Unlocking EV Potential: Tailored Deployment Strategies for Charging Stations in Ho Chi Minh City

The Ho Chi Minh City People’s Committee has tasked the Director of the Department of Construction with reviewing and updating the city’s planning to prioritize the development of a green transportation infrastructure system. This includes the establishment of electric vehicle charging stations and the provision of clean, green fuel for vehicles. The focus is on leveraging publicly managed land for communal purposes, while minimizing the use of land owned by households and individuals.

The Ho Chi Minh City People’s Committee Office has announced the conclusions of Chairman Nguyen Van Duoc following a meeting regarding a proposal by V-Green Global Charging Station Development Joint Stock Company (a subsidiary of Vingroup). The proposal focuses on special mechanisms for deploying electric vehicle charging infrastructure in public areas.

Accordingly, the Chairman has tasked the Director of the Department of Construction with urgently reviewing and updating the city’s planning to promote green transportation infrastructure. This includes the development of electric charging stations and the provision of clean and green fuels for vehicles. Priority will be given to utilizing public land managed by the state, while minimizing the use of land owned by households and individuals.

Additionally, the plan must ensure urban safety, aesthetics, and maximize land use efficiency to prevent waste. The Department of Construction is to proactively fulfill its assigned functions, duties, and authority while optimizing administrative procedures.

Simultaneously, the Department of Construction will advise and propose to the City People’s Committee a plan for exploiting public land designated for electric charging stations. This will be done in accordance with legal regulations, specifically through land leasing via public auctions.

Urgent efforts are also required to develop and issue guidelines for the installation of electric charging stations, ensuring fire safety, compliance with planning, and maintaining public order and road safety.

Proposed mechanisms and policies will aim to encourage citizens and businesses to invest in green transportation energy systems within the city. The Department of Construction will expeditiously advise on directions, solutions, and roadmaps for developing green transportation infrastructure. These proposals will be submitted to the City People’s Committee for consideration and implementation, aligning with the Party’s objectives and state policies for green energy transition.

The leadership of the Ho Chi Minh City People’s Committee has instructed the Director of the Department of Construction to assign a Deputy Director to oversee and directly lead the completion of the above directives.

Regarding V-Green’s proposal for 35 electric charging station locations, the City People’s Committee has directed the Department of Construction to collaborate with relevant units. This collaboration will unify the positions, locations, and arrangements of the charging stations (both on-site and on maps) as proposed by the company. A comprehensive report with specific, feasible implementation plans and roadmaps will be compiled, ensuring legal compliance and market mechanism alignment. This will be submitted to the Standing Committee of the City People’s Committee for review and approval before implementation.
