Accelerating Robust and Effective Vietnam-Laos Collaborative Projects

On the morning of October 3rd, at the Government Office, Deputy Prime Minister Nguyen Chi Dung chaired a meeting with ministries, sectors, agencies, localities, and businesses to review the implementation of Vietnam-Laos cooperation agreements.

The meeting was attended by representatives from various ministries and agencies, including Finance, Industry and Trade, Construction, Foreign Affairs, Defense, Public Security, Culture, Sports and Tourism, the Government Office, and the Vietnam Development Bank. Localities such as Ha Tinh and Nghe An, along with businesses like the Vietnam Chemical Group and Vietnam Electricity Group, were also present.

According to the Ministry of Finance’s report, the implementation of the Vietnam-Laos Cooperation Plan Agreement in the first 8 months of 2025 has achieved its set goals, yielding significant results. Notably, several key cooperation areas between the two countries have been successfully addressed, resolving challenges and achieving positive outcomes in diplomacy, defense, security, human resource training, economics, and trade.

A highlight is the positive shift in Vietnamese investment in Laos, which is trending upward sustainably. In the first 8 months of 2025, registered investment capital in Laos reached 322 million USD, a sixfold increase compared to the same period in 2024, focusing on energy, mining, and transportation services. Cumulatively, Vietnamese businesses have invested in 274 projects in Laos, with a total registered capital of 5.82 billion USD; the realized capital is approximately 3 billion USD. Many of these projects are operating effectively.

Projects using Vietnam’s aid to Laos have largely met their scheduled timelines. Both sides have collaborated effectively, with many projects completed and handed over for use.

Among the projects utilizing Vietnam’s aid to Laos, 2 are expected to be completed in 2025. Of the 5 ongoing projects, 4 are projected to finish in 2026, and 1 has already been completed. For the 4 projects in preparation, 3 are anticipated to be completed between 2027 and 2029, and 1 is expected to finish in 2026. Additionally, both sides are actively working to finalize procedures and submit reports for approval of 3 investment-ready projects.

Emphasizing the consistent policy of the Party, State, and Government’s directive to strengthen cooperation and support Laos in accelerating project implementation, the Deputy Prime Minister called on relevant ministries and agencies to strive for excellence. This effort will further enhance the strong Vietnam-Laos relationship.

“The overarching principle is that well-executed tasks should be improved, while less successful ones require focused leadership, guidance, and specific solutions,” stated the Deputy Prime Minister. He commended ministries such as Public Security and Culture, Sports, and Tourism for their effective and proactive project implementation.
