Specifically, Minister Tran Hong Minh stated that recent storms have impacted the progress of several key projects, particularly those aimed at completing 3,000 km of highways, including routes in Tuyen Quang, Ha Giang, Lang Son, Cao Bang, and the Bien Hoa – Vung Tau line. The Ministry of Construction is collaborating with local authorities to achieve the 3,000 km highway target this year.
Regarding the goal of completing 100,000 social housing units, the Minister confirmed that over 82,000 units are expected to be finished in 2025. Currently, there are 69 social housing projects nationwide, totaling approximately 135,000 units. The Ministry of Construction hopes that local governments will complete more than 18,000 units this year to meet the 100,000-unit target. Additionally, the Minister noted that as of August, banks have disbursed 19.7 trillion VND in credit packages for social housing.
Addressing concerns from Phu Tho province regarding Decree 144/2025/ND-CP on the decentralization of state management in the construction sector, the Minister explained that the Ministry has delegated authority to localities to decide on inter-provincial urban development areas based on consensus. For larger planning projects, provinces must agree and report to the Government for designation of a lead locality.
Finally, in response to Quang Ngai province’s request for improved connectivity to National Highway 24, the Ministry of Construction has allocated over 2.4 trillion VND for the project and included the Quang Ngai – Kon Tum expressway in the medium-term public investment plan. The Ministry urges Quang Ngai to prepare for investment, ensuring readiness for implementation once approved by the National Assembly.
