Prioritizing Compensation for Employees Terminated Under Decree 178

The State Treasury has mandated that officials remain on duty over the weekend to ensure the timely disbursement and settlement of benefits for employees retiring under Decree 178, with all payments to be completed by October 15.

The State Treasury of Vietnam (KBNN) has issued an urgent directive to all regional directors and heads of KBNN transaction offices.

Regarding the payment and disbursement of policies and benefits for individuals affected by the organizational restructuring as outlined in Government Decree No. 178/2024 (amended by Decree No. 67/2025), the KBNN emphasizes that this is a top political priority. It requires immediate attention, leadership, and timely execution in compliance with regulations.

Disbursement of benefits for retiring officials under Decree 178 must be completed by October 15.

Regional KBNN offices are instructed to direct budget-using units to expedite the submission of complete dossiers to the KBNN.

Priority must be given to processing payments for those affected by the organizational restructuring as per Decree No. 178. No dossiers should exceed the stipulated deadlines.

The directive also mandates that units assign officials, including leaders and specialists, to work on Saturdays and Sundays (October 11-12) to ensure payment processing is completed by October 15, as requested by budget-using units.

Commercial banks where KBNN holds accounts must ensure seamless and timely payments to beneficiaries.

“Unit heads will be held accountable for any delays causing inconvenience to budget-using units,” the KBNN directive states.

According to a recent government meeting on local authorities, 142,746 individuals have received retirement decisions nationwide. Of these, 105,056 (73.6%) have received their benefits. Eleven ministries and six provinces/cities have completed payments, while ten ministries and three localities have disbursed only 60%.
