On October 4-10, sources revealed that the Investigative Police Agency of Lam Dong Province has pressed charges against three additional suspects in the case of procurement irregularities for medical supplies during the COVID-19 pandemic at Binh Thuan General Hospital.
Three More Suspects Charged
Accordingly, the Investigative Police Agency of Lam Dong Province has issued arrest warrants and residence restrictions for Vo Thi Minh Thao (an accountant at Binh Thuan General Hospital), Doan Thi My Chi (an employee of Minh Khoa Company), and Le Thuc Thien (Director of Trieu Tin Construction Consulting Company and an employee of Truong Thanh Company, a procurement consultant). They are being investigated for violations of bidding regulations resulting in severe consequences.
On the afternoon of October 3, the Investigative Police Agency of Lam Dong Province executed an arrest warrant for Nguyen Van Thanh, the former Director of Binh Thuan General Hospital, detaining him pending trial.

During the investigation, authorities determined that in 2020, to legitimize the procurement of pre-advanced medical equipment from Minh Khoa Company, Nguyen Van Thanh intervened in the bidding process, facilitating the company’s successful bid. This resulted in a loss of over 4.1 billion VND to the state budget.
According to investigators, Thanh’s actions constitute the crime of “Violating bidding regulations, causing serious consequences.”
Vo Thi Minh Thao, Doan Thi My Chi, and Le Thuc Thien, who played active roles in facilitating Minh Khoa Company’s bid win, were also charged with the same offense.
Previously, in May 2025, the Investigative Police Agency of Binh Thuan Province initiated proceedings against violations of bidding regulations at Binh Thuan General Hospital and the Provincial Center for Disease Control (CDC).
On the morning of October 3, the Investigative Police Agency of Lam Dong Province arrested Dinh The Hung, former Director of Binh Thuan CDC, to investigate irregularities at the agency.

Authorities established that between 2020 and 2021, Dinh The Hung was aware that Hop Nhat Company distributed COVID-19 test kits during the outbreak in Phan Thiet.
Hung contacted Hop Nhat Company’s management and staff to borrow test kits (manufactured by Viet A and distributed by Hop Nhat) and consumables for pandemic control.
To legitimize the procurement payment for previously borrowed medical equipment to Hop Nhat Company, Hung instructed subordinates to complete procedures, formalize bidding documents, and designate Hop Nhat Company as the winning bidder for Viet A-produced test kits. He signed falsified acceptance and contract liquidation documents to pay Hop Nhat Company, causing a loss of over 61 billion VND to the state budget.
Investigators concluded that Hung’s actions constitute the crime of “Violating bidding regulations, causing serious consequences.”
Budget Losses
Regarding Nguyen Van Thanh, besides facilitating Minh Khoa Company’s bid win, the Investigative Police Agency found that as the project representative, he directed subordinates to use the configuration of Viet A’s Realtime PCR testing system (previously borrowed) as the basis for bidding documents. This enabled Viet A to win the bid, resulting in a loss of over 1.18 billion VND to the state budget.

Thanh borrowed COVID-19 test kits (manufactured by Viet A and distributed by Hop Nhat Company) and consumables for pandemic control.
To legitimize the procurement payment for previously borrowed medical equipment, Thanh directed subordinates to formalize bidding documents through direct and simplified procurement methods to pay Hop Nhat Company, causing a loss of over 672 million VND to the state.
