Hanoi Construction Department Takes Critical Lessons from Typhoon Bualoi, Gears Up for Typhoon No. 11

The Hanoi Department of Construction is taking "special measures to review and improve" urban drainage systems, addressing the aftermath of Typhoon No. 10 and proactively preparing response plans for the impending Typhoon No. 11.

On October 4th, the Hanoi Department of Construction issued a directive to proactively address the impact of Typhoon No. 11 (Matmo) on the city.

According to the Hanoi Department of Construction, to proactively respond, especially learning from the urban drainage and post-Typhoon No. 10 (Bualoi) recovery efforts, the department urged all agencies and units to closely monitor the situation and developments related to Typhoon No. 11 affecting the city.

The Department of Construction requested the strict implementation of contingency plans for various disaster scenarios, including urban flooding prevention, tree fall management on urban roads, ensuring public lighting safety, and clean water supply by 2025 across the city.

The Department of Construction tasked the Hanoi Drainage One Member LLC and other urban drainage units with intensifying control measures and implementing solutions to ensure drainage in areas prone to localized flooding during heavy rainfall, including the Thang Long Avenue underpasses, provincial and national highways, and major streets to prevent traffic congestion.

Hanoi Drainage One Member LLC and related units were instructed to monitor weather conditions to promptly respond and ensure urban drainage, as well as support water drainage in the Nhuệ River area. They were also directed to strengthen on-call services and urgently lower water levels in the drainage system and regulating lakes to ensure effective water drainage throughout the city.

The Hanoi Parks and Trees One Member LLC and other tree maintenance units were tasked with reviewing and reinforcing newly planted trees to minimize breakage; inspecting and pruning tree canopies to ensure safety during storms. These units were also to monitor weather developments to respond promptly, organize on-call teams to clear fallen trees and branches during disasters to prevent traffic congestion.

Clean water supply units were required to ensure the provision of clean water for residents. In case of localized water outages due to disasters, they must have timely solutions, such as providing mobile water tanks and supply vehicles, to prevent clean water shortages in the city.

The People’s Committees of communes and wards were instructed to direct specialized departments and units to proactively implement approved disaster prevention and search and rescue plans, measures to prevent flooding and tree falls in their managed areas; and to supervise urban area investors to complete drainage system maintenance by October 5th as directed by the Department of Construction.
