The Hanoi People’s Committee is seeking public input on a draft Resolution to incentivize investment in the construction and operation of bus stations and parking lots across the city.
Under the proposed framework, eligible projects will benefit from streamlined administrative procedures, preferential land allocation, and financial incentives. Key highlights include:
Administrative Streamlining: Investment registration certificates will be issued within 3 days for projects requiring investment approval, and within 10 days for those without. Processing times for related permits—including land allocation, zoning approvals, and construction permits—will be reduced by 30%.
Land & Zoning Benefits: Projects in high-capacity public transport zones will qualify for incentives under the Railway Law and National Assembly Resolution 188/2025/QH15. Underground and multi-story parking facilities may allocate up to 25% of land area for commercial services without rezoning.

Public-Private Partnerships (PPPs): For PPP projects, land clearance and resettlement costs will be funded via public investment as a separate sub-project. State equity in PPP ventures (construction/operation of underground/multi-story facilities) is capped at 50% of total investment.
Existing surface parking sites may be redeveloped into underground or vertical structures. Conversion of zoned surface lots to alternative designs is permitted.
Financial Incentives: Underground/multi-story projects will enjoy a 5% corporate income tax rate, with a 4-year tax exemption and 50% reduction for the subsequent 9 years. The city will cover 100% of import taxes on project-critical equipment and 100% of land rental fees for the initial 10 years.
Additionally, the city will subsidize 50% of loan interest (up to 5 years) for the entire loan term.
The proposal is slated for approval during the City Council’s year-end session. Currently, Hanoi faces a critical shortage of parking facilities, with only 72 operational public lots against a planned 1,690—a gap exacerbated by rising vehicle registrations.
