The Ho Chi Minh City People’s Committee Office has issued a document to the Department of Finance, conveying the directives of Vice Chairman Bui Xuan Cuong regarding the investment study for a sea-crossing road connecting Can Gio and Ba Ria – Vung Tau.
Following the proposal from Vingroup Corporation – Joint Stock Company – Ho Chi Minh City Branch, dated September 24, 2025, the company suggested conducting an investment study for the sea-crossing road connecting Can Gio and Ba Ria – Vung Tau (former) under the BT model.
Vice Chairman Bui Xuan Cuong instructed the Department of Finance to urgently take the lead, coordinate with relevant departments and units to review the proposal, and submit recommendations to the People’s Committee before October 10.

Previously, Vingroup Corporation – Joint Stock Company – Ho Chi Minh City Branch submitted a proposal to Chairman Nguyen Van Duoc, suggesting an investment study for the sea-crossing road connecting Can Gio and Ba Ria – Vung Tau (former) under the BT (Build-Transfer) model.
According to Vingroup, after the merger of Ba Ria – Vung Tau province into Ho Chi Minh City, the need for a direct connection between coastal areas has become urgent. Can Gio – Ba Ria – Vung Tau (former) is a strategically important region for maritime economy, ports, tourism, and eco-urban development, but its current infrastructure is limited, relying mainly on ferries and roundabout routes.
Investing in the sea-crossing road will reduce travel time, efficiently connect functional areas within the city, and drive socio-economic development, trade, and sustainable urban expansion.
