Minister of Agriculture and Rural Development: Data Integration for 50 Million Land Parcels Expected by December 15, 2025

At the September 2025 Government-Locality Online Conference held on the morning of October 5th, Mr. Trần Đức Thắng, Acting Minister of Agriculture and Environment (MARD), presented a report to the Government on the national land database development program.

Specifically, the MAE, in collaboration with the Ministry of Public Security and local authorities, has been implementing this initiative for over a month, with significant progress. Data entry and connectivity for approximately 50 million land parcels are expected to be completed by December 15, 2025, while the remaining work is slated for completion in 2026.

Additionally, Mr. Thang reported to the Government regarding Quang Ninh’s request to extend coal mining licenses. He confirmed that the MAE will consider extending licensing periods not only for coal but also for other minerals.

During the meeting, the MAE issued an urgent warning about Typhoon Matmo (No. 11), anticipated to make landfall on October 6, potentially impacting Hai Phong, Quang Ninh, and Thanh Hoa provinces. The ministry urged local authorities to swiftly implement preventive measures to minimize damage.

The MAE also emphasized the Government’s commitment to combating illegal, unreported, and unregulated (IUU) fishing, calling on 21 coastal provinces and cities to actively participate in these efforts.

Regarding challenges in implementing the 2024 Land Law, the MAE announced that it is submitting a resolution to the National Assembly to address these issues.

On decentralization, Mr. Thang stated that the MAE plans to restructure the agricultural extension system and land registration offices in October 2025, transferring functions and staff directly to the commune level.
