Ministry of Education Tightens Control on Illicit Fees, Prepares to Restructure University Network by 2026

The Ministry of Education and Training is not only tackling prolonged overcharging issues but also preparing a comprehensive plan to restructure the network of higher education and vocational institutions. This initiative aims to create a transparent, efficient system that is closely aligned with the practical needs of the economy.

At the government’s regular September press conference held on the afternoon of October 5th, the issue of excessive school fees continued to draw significant attention. Despite numerous directives, the phenomenon of “voluntary social contributions turning into mandatory fees” persists in many areas.

Responding to inquiries about handling measures, Deputy Minister of Education and Training Lê Tấn Dũng stated that the Ministry issued Document No. 5542 on September 12, 2025, to all ministries, sectors, localities, and educational institutions to tighten the implementation of tuition policies, tuition exemptions, and fee collections for the 2025-2026 academic year.

According to Mr. Dũng, the Ministry of Education and Training (MOET) has outlined nine groups of solutions to decisively address excessive fee collection, including both short-term and long-term measures. These include requiring all levels and sectors to strictly adhere to tuition regulations, exemptions, and support as per Government Decree 238 dated September 3, 2025, while strictly prohibiting educational institutions from imposing unauthorized fees.

Service fees and social contribution campaigns must be approved by competent authorities, and the prices of supplies, equipment, and textbooks must be transparently disclosed. The Ministry also mandates that schools avoid bundling multiple fees, collecting fees in advance for multiple terms, or exploiting the Parent Representative Board to collect fees in violation of regulations.

Additionally, MOET will review the entire system of legal documents to make adjustments and additions, ensuring the rights of students. Inspection, supervision, and strict handling of violations will be intensified. The Ministry also recommends that the National Assembly and its Standing Committee regularly monitor and require local authorities to inspect and rectify issues directly at educational institutions.

Preparation for the reorganization of the university and vocational education system

Regarding the policy of reorganizing the education network, Deputy Minister Lê Tấn Dũng noted that MOET is implementing the Project to Reorganize the University and Vocational Education System, in line with Resolution 71 of the Politburo dated August 22, 2025, on breakthroughs in education and training development.

This is a major policy of the Party, so its implementation must be “cautious yet decisive, scientific, and methodical,” Mr. DÅ©ng emphasized. The reorganization affects the sentiments of many parties but is deemed necessary to restructure the training system, aligning it more closely with the practical needs of the economy.

MOET has been tasked with developing two major projects: (1) reorganizing university and vocational education institutions; and (2) transferring some educational and vocational institutions to local management. These projects are expected to be submitted to the Prime Minister for approval in 2026 for implementation.

The reorganization of the training network will be based on four key foundations: Party and Government resolutions; the strategy for university and vocational education development; the approved network planning of training institutions; and the socio-economic development and national defense objectives of each region.

The Ministry has also established clear principles and criteria to ensure transparency and avoid “request-grant” or negative practices during implementation. The project will seek broad input from ministries, sectors, experts, and universities to achieve the highest consensus.

Deputy Minister Lê Tấn Dũng affirmed that once the project is approved, MOET will publicly disclose all information and provide complete data to the media. The Ministry also noted that recent information circulating on social media is not from official sources and advised organizations and individuals to refrain from sharing unverified information.
