Social Housing Scrutiny: Police Investigate Down Payment and Premium Collection Practices

Chairman of the Provincial People’s Committee, Vuong Quoc Tuan, has directed the handling and resolution of reports regarding “promising, holding units, collecting deposits, and surcharges” at the Social Housing Project No. 2, areas No. 5 and No. 9, within the Southern Urban Area of Bac Giang City (formerly known as Bac Giang Province).

The Chairman of the Bac Ninh Provincial People’s Committee has instructed the Department of Construction to closely monitor the project’s implementation by the developer. The department is to promptly report and advise the Provincial People’s Committee on any arising issues or obstacles. Additionally, the Department of Construction is tasked with exploring supplementary channels for receiving applications and buyer information through state agencies and socio-political organizations. They are also to consider prohibiting the sale of social housing units through real estate agencies.

The Bac Ninh Provincial Police will take the lead in inspecting and addressing organizations and individuals involved in brokerage activities, including “promising, holding units, collecting deposits, and surcharges” related to the project. The police will also proactively inspect, penalize, and remove or request the removal of unauthorized websites and fan pages that publish and advertise information outside the developer’s official channels.

The People’s Committees of Bac Giang Ward and Tan Tien Ward are to intensify public awareness campaigns, disclosing information about planning, projects, eligible buyers, and conditions for purchasing or renting units. They are also to advise residents against engaging in real estate transactions for the project until all regulatory conditions are met.

The People’s Committees of these wards must inspect and address real estate consulting and brokerage points near the project. They are to dismantle any illegally erected consulting and brokerage points that encroach on sidewalks or land under local management.

The Chairman of the Bac Ninh Provincial People’s Committee has strictly prohibited unlawful capital mobilization. The sale of future housing units within the project must comply with all regulatory requirements. The Bac Ninh Provincial Tax Department is responsible for reviewing active real estate trading platforms in the area, penalizing unregistered business locations, and enhancing tax declaration management for these platforms.
