Vingroup has submitted a proposal to the Ho Chi Minh City People’s Committee, seeking approval to conduct a feasibility study for an over-sea road connecting Can Gio and the former Ba Ria-Vung Tau province under the BT (Build-Transfer) model.
According to Vingroup, the Prime Minister issued Decision No. 1125/QD-TTg approving the adjusted master plan for Ho Chi Minh City until 2040, with a vision towards 2060. This plan emphasizes the development of modern transportation infrastructure and enhanced intra-regional and inter-regional connectivity as a key strategic focus.

Following the merger of Ba Ria-Vung Tau province into Ho Chi Minh City, the need for a direct connection between coastal areas has become increasingly urgent. The Can Gio – Ba Ria-Vung Tau (former) region holds strategic importance for maritime economy, ports, tourism, and eco-urban development. However, its current infrastructure is limited, relying mainly on ferries and circuitous routes.
Investing in this over-sea road will significantly reduce travel time and efficiently connect various functional areas within the city. It will also stimulate socio-economic growth, trade, and sustainable urban expansion.
In the spirit of partnering to realize key transportation infrastructure planning, Vingroup requests the Ho Chi Minh City People’s Committee to permit the company to conduct a feasibility study for the over-sea road connecting Can Gio with the former Ba Ria-Vung Tau province under the BT model.
Vingroup considers this initiative a crucial step, providing the legal foundation to initiate the feasibility study and align with the city’s development direction. Vingroup is committed to long-term collaboration, contributing to enhanced regional connectivity and sustainable coastal development in Ho Chi Minh City.
With the over-sea road in place, residents from Ho Chi Minh City’s center can easily travel to Can Gio and conveniently access Vung Tau for leisure. This will position Can Gio as a central hub connecting the former Ho Chi Minh City and the current Vung Tau.
Currently, Can Gio holds a strategic position as the southeastern economic hub of Ho Chi Minh City. In the future, several critical projects will link to Can Gio. Specifically, for rail transport: The Phu My Hung – Can Gio high-speed rail line, with a speed of 350 km/h, will reduce travel time from Phu My Hung to Can Gio to just 12 minutes. Air transport (future): From Long Thanh International Airport, travelers can use National Highway 51 to access the Ben Luc – Long Thanh Expressway, directly connecting to Can Gio. Road transport: The Can Gio Bridge (construction starting in 2026) will replace and alleviate congestion on the Binh Khanh ferry, offering an additional road option across the river to Can Gio. The Can Gio – Vung Tau Bridge (future) will shorten the journey from Vung Tau to Can Gio to just 10 minutes. Water transport: A water taxi route from Bach Dang Wharf (the heart of Ho Chi Minh City) along the Saigon River to Binh Khanh Wharf will soon operate with a frequency of 20 minutes per trip. |
