The People’s Committee of Hac Thanh Ward, Thanh Hoa Province, has announced details about the social housing project within the Central Urban Area of Thanh Hoa City, developed by Vingroup. Construction of the social housing units has commenced, located on six plots labeled NOXH-01 to NOXH-06, which constitute 20% of the urban area’s land fund.

Over 850 units in plots NOXH-02 and NOXH-04 have already been announced for application submission since March and April.
The remaining four plots, totaling 1,968 units (1,577 for sale and 391 for rent), are expected to accept registration applications from October 15 to December 31. Detailed timelines for each plot will be communicated by the developer in the application acceptance document.
The anticipated selling price is 20.6 million VND per square meter (including VAT, excluding maintenance fees). This equates to approximately 927 million VND for the smallest unit (45 sqm) and 1.46 billion VND for the largest unit (71 sqm).
The estimated rental price is over 79,000 VND per square meter per month, ranging from 3.6 million VND to over 5.6 million VND per month.
Beyond Thanh Hoa, Vingroup, founded by billionaire Pham Nhat Vuong, is also developing social housing projects in Hai Phong, Quang Tri, and Khanh Hoa, with a total of over 10,000 units.
During a meeting with the Prime Minister earlier this year, Vingroup pledged to build 500,000 social housing units, accounting for half of the national target by 2030. The group is also finalizing legal procedures to commence additional projects in Hanoi, Hung Yen, Ha Tinh, and Ho Chi Minh City.
This year, the Prime Minister has set a national target of completing over 100,000 social housing units, with Thanh Hoa Province assigned to complete more than 5,200 units. To date, the province has completed 977 units and is currently investing in the construction of over 5,500 additional units.
