Attending the meeting were Deputy Prime Ministers, Ministers, heads of ministerial-level agencies, and leaders from Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, and Tay Ninh.
Reports and discussions highlighted numerous long-delayed projects nationwide, with substantial value and resources lying idle due to legal hurdles related to land management, planning, and procedural issues. Some projects were identified with violations, while others faced procedural bottlenecks. Most stalled projects fall under local jurisdiction, though some require central intervention.
The Politburo’s Conclusion No. 77-KL/TW outlines solutions for resolving land and project issues in inspection conclusions and court rulings in several provinces. The National Assembly’s Resolution 170/2024/QH15 and Government Decrees 76/2025/ND-CP and 91/2025/ND-CP further implement these directives. A Steering Committee has also been established to tackle these challenges.
The meeting reviewed pilot efforts in Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, and Tay Ninh to resolve project and land issues, as per central directives. Delegates identified areas for improvement and pledged swift action to unlock resources, laying the groundwork for nationwide expansion.

In his concluding remarks, Prime Minister Pham Minh Chinh affirmed the relevance of the Politburo’s Conclusion No. 77-KL/TW, the National Assembly’s Resolution 170/2024/QH15, and Government Decrees 76/2025/ND-CP and 91/2025/ND-CP. He praised ministries and localities for their proactive efforts, with some achieving 50–70% resolution. However, he noted shortcomings in progress reporting, particularly in aligning with the Politburo’s scope.
The Prime Minister directed ministries and the five key localities to review stalled projects with inspection conclusions under Conclusion No. 77-KL/TW by October 15, 2025. Reports should detail resolved, ongoing, and pending projects. Additionally, he called for identifying projects outside the Conclusion’s scope for potential nationwide expansion proposals.
