Removing All Party Positions Held by Mr. Do Trong Hung

On the morning of October 6th, the 13th Plenary Session of the Central Committee of the Communist Party of Vietnam, 13th tenure, convened in Hanoi. During the session, the Central Committee deliberated and decided to impose disciplinary action on Mr. Đỗ Trọng Hưng, removing him from all Party positions.

This morning, General Secretary To Lam delivered the opening remarks at the Conference. Comrade Luong Cuong, Member of the Politburo and State President, chaired the Conference on behalf of the Politburo. The Central Committee discussed and decided on several personnel matters.

Accordingly, the Central Executive Committee of the Party elected four additional members to the Central Inspection Committee for the XIII term, including Mr. Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Hung Yen Province; Major General Tran Van Phuc, Member of the Standing Committee of the Provincial Party Committee and Director of Quang Ninh Provincial Police; Mr. Trinh The Binh, Director and Secretary to the Politburo Member and Standing Secretary of the Party Central Committee’s Secretariat; and Mr. Tran Quoc Binh, Director of the Third Regional Division at the Central Inspection Commission.

Secondly, approval was granted for Mr. Le Quang Huy to step down from his position as a member of the Party Central Committee for the XIII term, in accordance with his personal wishes.

Thirdly, disciplinary action was taken in the form of dismissal from all Party positions against Mr. Do Trong Hung, Member of the Party Central Committee, former Deputy Head of the Central Organization Committee, former Secretary of the Thanh Hoa Provincial Party Committee, and former Chairman of the People’s Council of Thanh Hoa Province. He was found to have violated Party regulations and state laws in the performance of his duties, particularly in the fight against corruption, waste, and negativity. He also breached the rules on what Party members are not allowed to do and failed to set a proper example, causing very serious consequences, public outrage, and severely damaging the reputation of the Party organization and local government.

Mr. Do Trong Hung, born in 1971 in Thanh Hoa, joined the Party in 1992. He has held various positions, including Chief of the Thanh Hoa Provincial Party Committee Office (August 2006 – April 2009), Secretary of Nong Cong District Party Committee (May 2009 – August 2010), Deputy Standing Head of the Provincial Party Committee’s Propaganda Department (August – October 2010), Head of the Provincial Party Committee’s Propaganda Department (November 2010 – May 2015), Standing Deputy Secretary of the Provincial Party Committee and Head of the Thanh Hoa Provincial Delegation to the XIV National Assembly (May 2015 – October 2020); Secretary of the Thanh Hoa Provincial Party Committee and Chairman of the Thanh Hoa Provincial People’s Council (October 2020 – September 2024). In September 2024, he was appointed by the Politburo as Deputy Head of the Central Organization Committee.

On September 26th, the Politburo concluded that he had violated his duties and anti-corruption efforts while serving as Secretary of the Provincial Party Committee, and recommended that the Party Central Committee consider disciplinary action.

The Party Central Committee decided to dismiss Mr. Do Trong Hung from all Party positions.

Finally, the Party Central Committee provided input on personnel matters for the Politburo to decide on nominations to the National Assembly for the XV term, including the positions of Secretary-General of the National Assembly – Head of the National Assembly Office, Head of the Committee on Science, Technology, and Environment, Member of the National Assembly Standing Committee, Head of the Committee on Deputies, and approval of Deputy Prime Ministers, Minister of Foreign Affairs, and Minister of Home Affairs.

Later, the Central Committee worked in groups to discuss the presentation of candidates for the Party Central Committee for the XIV term (both official and alternate members, both re-elected and new participants), as well as the presentation of candidates for the Central Inspection Committee for the XIV term (both re-elected and new participants).

In the afternoon, the Central Committee convened in the main hall to discuss the aforementioned presentation and conduct a vote. Subsequently, the Party Central Committee and conference delegates worked in groups to discuss six topics, including the draft political report to the XIV Party Congress; the draft summary report on theoretical and practical issues of the 40-year renewal process towards socialism in Vietnam; the draft summary report on 15 years of implementing the Party Statute to the XIV Party Congress; the schedule, content, and program of the XIV Party Congress; the working regulations of the XIV Party Congress; and the election regulations for the XIV Party Congress.
