State-Managed Real Estate Trading Center Set to Launch: Homebuyers to Receive Land Titles in Just 2 Days

The Ministry of Construction’s proposed Real Estate and Land Use Rights Transaction Center aims to revolutionize property transactions in Vietnam.

The Ministry of Construction recently held a conference to gather feedback on the establishment of a State-managed Real Estate and Land Use Rights Transaction Center. Deputy Minister Nguyen Van Sinh announced that the Ministry has collaborated with relevant agencies to draft a proposal and a government resolution for this pilot model.

According to the Deputy Minister, the center will modernize transaction methods, streamline administrative procedures, and reduce time and costs for citizens and businesses. It will also leverage information technology to promote digital transformation, enhancing transparency in the real estate market.

The proposed provincial-level centers will operate under a “one-stop-shop” mechanism, utilizing advanced technologies. Once a sale agreement is reached, parties can access the center’s online portal, submit details, and complete ownership transfers digitally. Competent authorities will process and approve applications entirely through the digital system.

The digital system promises to expedite property ownership certification, reducing processing times from weeks to just two days.

Buyers will receive a notification within two days of approval and can schedule a visit to the center to collect their property ownership certificates. This reform, if implemented effectively, will significantly shorten processing times compared to traditional methods.

In Directive No. 03, the Prime Minister tasked the Ministry of Construction with leading the development of this model in collaboration with the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) and other relevant agencies. The model aims to facilitate electronic transactions and data interoperability among agencies, improving market transparency and management efficiency.

The center is expected to serve as a central hub connecting citizens, businesses, and government agencies for all property-related transactions. Processes such as legal verification, ownership confirmation, tax declaration, and land registration will be handled online, maximizing time and cost savings for the public.

Following the consultation phase, the Ministry of Construction plans to submit the proposal to the government for review in Q4/2025, with pilot implementation starting in 2026. Experts predict this initiative will mark a significant milestone in the digitization of Vietnam’s real estate market, establishing a national database for transactions and land use rights while mitigating risks and speculative practices.

If successfully implemented, the State-managed Real Estate Transaction Center will represent a major administrative reform, fostering a transparent, secure, and sustainable market. Citizens will benefit from streamlined transactions, enhanced protection of their rights, and a unified data system.
