Vinhomes Green Paradise, located in Can Gio, Ho Chi Minh City, stands as Vietnam’s most ambitious land reclamation project. With a staggering $10 billion investment and an area spanning nearly 2,900 hectares (three times the size of the former District 1), it promises to redefine luxury living. The Haven Bay, the largest subdivision, is poised to become a premier tourism and entertainment hub. Photo: PQR.

Nestled along the coastline of Long Hoa and Can Thanh towns, The Haven Bay embraces the East Sea in a graceful arc. As the project’s gateway, it offers seamless connectivity to Can Gio Bridge, the coastal road, and internal routes, ensuring easy access for residents, tourists, and beach enthusiasts alike.

The crown jewel of The Haven Bay is the Blue Waves Theatre, a Gensler-designed masterpiece spanning 7 hectares. Its 5,000-seat auditorium and 60,000-capacity plaza dwarf the Peace Theater (2,000–2,300 seats) and the Hanoi Opera House (~870 seats), setting a new standard for cultural venues.

Additionally, The Haven Bay boasts two 18-hole golf courses and a 122-hectare entertainment complex. This includes a beachfront artificial lake, theme park, safari, and a 30,000 m² indoor snow zone—one of Vietnam’s largest leisure destinations.

Upon completion, The Haven Bay is projected to attract 6 million visitors annually, equivalent to Singapore’s current population, solidifying its status as a global tourism magnet.

Since the project’s inception, land prices around Vinhomes Can Gio have surged. Local resident Mr. Hoang notes, “Land values are rising, especially near the April 30th roundabout, reaching 50–70 million VND/m².” Photo: April 30th roundabout, Can Gio District, HCMC.

Just five months into construction, The Haven Bay has made remarkable strides: large-scale sand pumping, land leveling, initial internal road formation, and coastal landscaping. Photo: PQR.

Pipelines and hundreds of sand-pumping barges operate round-the-clock, rapidly shaping the seawall and reclaimed land.

Inside the construction site, a steady stream of trucks transports materials, fueling the project’s relentless pace.

Several areas within The Haven Bay have taken shape, now serving as material staging grounds.

Ho Chi Minh City Authorities Consider Vingroup’s Proposal for a Can Gio – Vung Tau Sea-Crossing Highway
Previously, Vingroup submitted an official proposal to the Ho Chi-Minh City People’s Committee, requesting permission to conduct a feasibility study for an ambitious sea-crossing road project. This proposed route aims to connect the Cần Giờ district with the Bà Rịa – Vũng Tàu province, bridging a critical gap between these regions.
Why Nearly 100,000 Apartments in Ho Chi Minh City Remain Without Land Ownership Certificates
During the period from 2007 to 2010, data collection for land valuation purposes was nearly impossible, leaving 84 land allocation and land-use conversion files for real estate projects unpriced to this day. As a result, nearly 100,000 apartments remain without land-use right certificates (commonly known as “sổ hồng”).
Real Estate Firms Frozen by Land Use Fee Uncertainty
In addition to the developer of Empire City petitioning the Ho Chi Minh City People’s Committee to reconsider the additional land use fee of up to VND 8,819 billion, and Lotte Properties HCMC terminating its contract for the Thu Thiem Eco Smart City project, approximately 100 other projects in Ho Chi Minh City are awaiting financial obligation notices, which may include additional fees.
Should We Cater to Foreign Businesses?
In just 9 days, Lotte transformed its approach to a project deemed one of the most prime and valuable in Ho Chi Minh City today. Experts argue that Vietnam’s open business environment does not necessitate catering to investors at any cost.
